synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotations are being requested and a written
solicitation will not be issued. Solicitation 53SBNB960054 is issued as
a Request for Quotation (RFQ) using simplified acquisition procedures.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-06. The
Standard Industrial Classification (SIC) code is 3821 and the size
standard is 500 employees. This action is unrestricted This is a brand
name or equal RFQ. The Contract Line Item Number (CLIN), quantities,
and unit issues are as follows: CLIN 0001, CAHN D-101 Digital Recording
Balance 100g capacity model 13101-01; CLIN 0002 585mm x 54mm, Pyrex

set; CLIN 0008 one year warranty, 1 job. The National Institute of
Standards & Technology (NIST) intends to obtain an CAHN D-101 Digital
Recording Balance of the following specifications a) dual range with a
100 gram maximum weighting capacity; b) Weighting sensitivity to plus
or minus one microgram; c) Enclosed weighting chamber to allow precise
temperature control and metering of nitrogen flow over permeation
tubes; d) Configured such that 4 permeation tubes measuring 7 mm in
diameter and 20 cm in length can be inserted and weighed in the chamber
simultaneously; e) Vacuum capability to 10 X 10 -6 torr f) Maximum
temperature 125 degrees Celsius; g) All critical weighting elements
gold plated; h) PC software for calibration and run-time analysis; i)
a set of NIST traceable calibration weights. Weight must be able to be
measure at a rate of 10 per minute and tabulated in a computer file
along with a time reference. The Digital Recording Balance is a
versatile instrument that will be used in both the SRM. and NTRM gas
certification programs. The nature of SRM and NTRM certification in the
Gas Metrology and Classical Methods group dictates that the analytical
methods and instrumentation used have tractability to SI units. The
primary use of this instrument will be for the measurement of
permeation devices. At present, the calibration process using
permeation devices requires a static balance requiring weeks or months
to complete. The enhanced features of the CAHN D-101 Digital Recording
balance adds a level of improvement to the certification of selected
SRM and NTRM gas mixtures such that calibration of permeation tubes can
be accomplished during use and require only days to complete. The
Government requires a twelve month warranty and one set of operation
and maintenance manuals. The instrument shall be tested and accepted
within 45 days of delivery. Required delivery within 60 days from
contract award. FAR 52.247-34 FOB Destination, Delivery location is
National Institute of Standards & Technology, Building 301, Shipping
and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001. The
provision at FAR 52-212-1, Instructions to Offerors -- Commercial Items
are applicable to this acquisition. The provision at 52.212-2,
Evaluation-Commercial Items, applies to this acquisition. The
Government will make award to one offeror. The proposal selected for
contract award will be made to the offeror whose proposal offers the
best value to the Government, technical, price, and other factors
considered. The Government will evaluate information based on the
following criteria listed in descending order of importance with the
TECHNICAL FACTORS being significantly more important than price. 1)
Technical capability to meet the agency need; and 2) Past Performance.
(Offerors must provide a list of at least five (5) references
confirming the installation and use of these instruments). The
technical factor is worth slightly less than three-fourths of the total
point score. Past Performance factor is worth slightly more than
one-fourth of the technical points. Technical and Past Performance,
when combined, are significantly more important than price. Offerors
shall comply with the provision at FAR 52.212-1(b) and submit 1) Three
(3) copies of quotation which addresses CAIN 0001-0007; 2) three (3)
copies of technical description of the items being offered in
sufficient detail to evaluate compliance with the requirements in this
solicitation; 3) Two (2) copies of the most recent published price
list(s); And 4) Two (2) copies of a list of references. The list of
references shall include at minimum: The name of the reference contact
person and the company or organization name; The telephone number of
the reference contact person; The contract or grant number; The amount
of the contract or address, and the telephone number of the
Contracting Officer if applicable; And the date of services were
completed. Offerors shall include a completed copy of the provision at
52.212-3, Offeror Representations and Certifications-Commercial Items
which may be downloaded from
