The Air Force Research Laboratory (AFRL) at Edwards AFB, California intends to award a research and development, cost plus award fee (CPAF) contract, using full and open competitive procedures for the Research Operations Support Services (ROSS), formerly known as the Operations Support Services (OSS). This new solicitation will provide continuing support to the AFRL with the ability to design and reconfigure experimental facilities to accommodate research and development program requirements in minimum time, conduct test operations, and provide maintenance of assigned test facilities. Types of work to be accomplished: 1) Experimental facility/system modification which includes design and modification of buildings and structures, liquid and solid propellant systems, industrial and process gas systems, electrical and mechanical systems, control systems, and data acquisition systems; 2) Test operations and operations support which includes pre-test planning, procedures and instructions, drawings, configuration control, maintenance, equipment checkout, data collection and reduction, and test reporting; 3) Research laboratory maintenance, which includes maintenance of support infrastructure and inactive test areas such as environmental systems, plumbing/water/sewage, electrical systems, mechanical systems, system certifications, inspections, and minor construction. The period of performance for the basic five years will be from 1 October 1999 through 30 September 2004, with two additional options included (3 years for option 1 and 2 years for option 2), for a total of 10 years.
