availability of a solicitation. It is a notice of intent to proceed on
a basis of other than full and open competition iaw FAR Part 6.) The
Idaho Operations office of the U.S. Department of Energy (DOE-ID)
announces it's intent to contract by means other than full and open
competition. The exception to competition is FAR Part 6.302-1 which
states that the needed supplies are available from only one responsible
source and no other type of supplies or services will satisfy the
agency requirements. DOE ID currently has a contract with the
Environmental Science and Research Foundation (ESRF) of Idaho Falls.
DOE ID will be extending the contract through October 31, 1999, to
allow time to conduct a competitive acquisition. Considering the time
needed to conduct a competition, ESRF meets the FAR Part 6.302-1
criteria for the extension period. The INEEL is located on 890 square
miles in southeast Idaho at the north end of the Snake River Plain.
Within the laboratory complex are nine major applied engineering,
interim storage, and research and development facilities. (Refer web
site www.inel.gov for more information on the INEEL.) The services
provided by ESRF include: 1) Wildlife, habitat and vegetation surveys,
studies and research; 2) offsite surveillance including sample
collection and analysis of air, water, soil, milk, wheat, lettuce, and
meat (domestic and wildlife) for radionuclides including the analysis
and reporting of data obtained; 3) sitewide research about endangered
wildlife species, pollutants in the environment, and revegetation,
and; 4) diverse, but program specific research projects, including a
demonstration of a biobarrier for environmental restoration or waste
management areas, assessment of iodine 129 levels in the environment
and impact of effects of effluent disposal in lined ponds. Estimated
cost for the services for one year is approximately 1.67M per year. In
addition to performing the tasks listed, critical to the work is
stakeholder input and the independence of the contractor from DOE
operations. The ESRF has oversight participation by regional and State
of Idaho educational institutions. Certain environmental data
generated by the ESRF must be provided to DOE Headquarters, the
Environmental Protection Agency and the State of Idaho. To satisfy the
State's concerns and to enhance the State and public's confidence in
INEEL operations, the ESRF has board of director members from State and
regional universities. This oversight diminishes any questions
concerning data validity and encourages a high confidence level by the
State of Idaho in INEEL operations. The ESRF subcontracts with state
and regional universities to obtain the available expertise, further
enhancing the objectivity and independence of the ESRF. Type of
contract is currently a cost plus no fee. Extension period is from
April 4, 1999, through 10/31/99. A separate CBD announcement will be
issued notifying the public of the availability of a competitive
solicitation for the work to commence 11/01/99. Posted 02/23/99
