Standards and Technology (NIST) intends to enter into a sole source
contract with the National Academy of Sciences (NAS), 2101 Constitution
Avenue, Washington, D.C. under the authority of 41 U.S.C. 253(c)(1) --
Only one responsible source. This procurement requires the expertise
of an unbiased and independent research organization, with
multidisciplinary membership, to provide an impartial assessment of the
Advanced Technology Program (ATP). This requirement is for Stage 1 of
a two-stage assessment process. NAS is uniquely qualified to perform
this requirement based on its breadth of available academic, government
and private sector resources from which it draws its expertise and
knowledge in the areas of business and econometrics. The period of
performance for this requirement is from award of the purchase order
through September 30, 1999. The Government anticipates the award of a
firm-fixed priced purchase order. The proposed requirement is for
supplies or services for which the Government intends to solicit and
negotiate with only one source under authority of FAR 6.302. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive quotations. However, all proposals received within the
response date identified will be considered by the government. A
determination by the Government not to compete this proposed
requirement based upon responses to this notice is solely within the
discretion of the government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement. A Request for Quotation (RFQ) package is not
