Multidiscipline tasked Architect-Engineer (A-E) services are required
for production of Architectural, Civil and Mechanical-Electrical
designs, plans, drawings, estimates, specifications, and investigative
studies necessary for the execution of construction projects (Title
I). In addition, supervision and inspection services for projects under
construction (Title II) and other services, including studies, surveys,
and services associated with miscellaneous operations and maintenance
projects at F.E. Warren AFB WY may be included. Asbestos abatement and
lead based paint testing and engineering will be required on some, if
not all of the projects. It is anticipated that six A-E firms will be
selected from the pool of respondents using the evaluation factors
discussed below. A Request For Proposal (RFP) to establish the basic
contract rates will be issued to each of the 6 selected firms and a
multiple award will be made. Projects will be issued to the A-E firm by
delivery order. Delivery order RFPs will be issued to all 6 firms.
Proposals will then be evaluated by past performance and price. Price
and past performance risk are both treated as equals and may be traded
off, one against the other, to arrive at a best value award decision.
Each Indefinite Delivery/Indefinite Quantity contract will be awarded
for a basic period of one year with four option years. Any individual
order may not exceed $299,000 in fees except for the initial order
used to start the contract. The fees under the IDIQ contract shall not
exceed $750,000 for any year or option period. Delivery Orders will be
issued as the need arises during the contract period. Significant
evaluation factors for A-E selections, in the order of importance, are
as follows: a. Specialized experience in all areas of Architectural,
Civil, and Mechanical-Electrical design work including maintenance,
repair, alteration, and new construction. Work includes but is not
limited to infrastructure, renovation of and work around historic
facilities, and facilities and infrastructure located in identified
environmental hazard locations. ( 50 Points) b. Past performance of the
firm with respect to execution of DOD, Air Force, and other contracts,
both government and private, quality of work, cost of change orders
during design and construction, and compliance with performance
schedules. ( 50 Points) c. Professional qualifications of the staff to
be assigned to these projects including experience and training of key
personnel, type and quality of projects the staff has been involved
with, and the ability of the staff to be creative and imaginative.
Professional registration in the State of Wyoming will be required by
the lead architect or engineer in each of the appropriate professional
fields on associated portions of each design. The evaluation will
consider education, certifications, training, professional
registration, overall and relevant experience and longevity with the
firm. (30 Points) d. Professional capacity of the firm to accomplish
work within time frames requiredby delivery order. (25 Points) e.
Capability to design using AutoCad (Release 14), capabilities to
perform asbestos and lead base paint surveying, electronic and or GPS
land surveying, geotechnical, and geochemical testing capability and
capacity of the firm. ( 20 Points) f. Location of the firm in the
general geographical area of consideration, which is F.E. Warren AFB,
WY. ( 15 Points) g. Volume of work previously awarded to the firm by
DOD agencies. ( 10 Points) Firms desiring consideration shall submit
appropriate data as described in numbered Note 62 of the Standard Forms
254 and 255. This is not a request for proposal. For further
