Intelligence and Security Command (HQUSAINSCOM) invites industry to an
Advance Acquisition Planning Brief on the proposed Omnibus Labor
Category Performance-Based requirement. The briefing will be held 11
MARCH 1999 from 10:00 a.m. to 1:00 p.m. in the Jimmy Garrett Conference
Room, at HQUSAINSCOM, 8825 Beulah Street, Fort Belvoir, VA 22060-5246.
A draft performance-based statement of work (PBSW) will be provided to
all interested contractors. SCOPE of the requirement: PBSW describes
the general tasks, capabilities, and requirements necessary for the
contractor to provide management support, technical assistance support,
and information technology engineering support to INSCOM. In addition,
the contractor shall provide a flexible resource of system, network,
and software support services for the Department of the Defense
Intelligence Information System (DoDIIS) Integration and Engineering
Support project. (Categories of required support: 1) general
engineering, technical,management and operational support; 2)
information technology support; 3) modeling and simulation; 4.
development of operational concepts; 5) force modernization support; 6)
technology insertion/systems integration; 7) systems installation; 8)
resource management [financial] support; 9) special technical and
scientific studies and analyses; 10) training and doctrine; 11) safety
and environmental support; and 12) administrative support.) A task
order will be issued to the contractor to initiate any work under the
contract. Task orders will provide the specific details of the
technical requirements, of any applicable Government furnished
property, of the deliverables, and schedules. OBJECTIVE of the
requirement: The contract will cover INSCOM's worldwide
multi-discipline requirements to include, but not limited to the
following geographic locations: Eighth United States Army (EUSA),
United States Army Europe (USAEUR), Southern Command (SOCOM), Central
Command (CENCOM), and Continental United States (CONUS) based units.
The government intends to entertain industry's comments relative to
this requirement. Security clearances are not required for this
briefing. Attendance at this briefing will be limited to two
representatives per company, including divisions/subsidiaries.

An offeror interested in being considered for this acquisition must
demonstrate performance of contracts similar in scope to the PBSW.
