synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.603 of the Federal Acquisition Regulations
(FAR), as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is DAAH17-99-Q-0067, and this solicitation is
issued as a Request for Quotation (RFQ). The solicitation document and
incorporated clauses and provisions are those in effect through
Federal Acquisition Circular 97-04. The Standard Industrial
Classification is 3621 and the small business size standard is $5
million. Provide 192 Power Inverters with the following technical
specifications: 24 volt, 2600 ontinuous watt output inverter, input
voltage 22-28 VDC, Input current up to 185 DC, output voltage 120 VAC,
at 60 Hz, output surge 8,000 watts, output rating > horsepower,
output rating 3,700 watts, 30 min, output current up to 31 amps AC,
output waveform Quasi-sine wave, with waveform stabilizer. The weight
of inverter shall not exceed 45 lbs. Case size shall not exceed 15
inches in length, 16 inches in width and 7.5 inches in height.
Placement of the AC outlet, LED indicators, and battery voltage
indicator shall be on the side of the inverter case. The inverter shall
be UL and CUL listed. The input power to the inverter shall not require
a cable larger than #1 AWG. The input power to the inverter shall be
equipped with the following items: AC duplex outlet protected by a
ground fault circuit interrupter and 20 amp fuse, LED indication of
inverter power, low input voltage, overload condition and high
temperature, battery voltage indicator, enclosed AC and DC cable
connections, thermally controlled cooling fan, remote on/off switch,
automatic electronic short circuit/overload protection, automatic over
temperature shutdown, output circuit breaker, automatic low battery
shutdown at 10.5 VDC and large TO-247 MOSFET case. There is a one year
warranty parts and labor. There is option to this solicitation of
additional 23 power inverters. Partial shipments will be acceptable.
Delivery shall be FOB Destination to Transportation Officer, DDSP-New
Cumberland Facility, building Mission Door 113-134, New Cumberland, PA
17070-5001. FAR 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS
applies to this acquisition. Offerors must include a completed copy of
FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL

accordance with Debt Collection Improvement Act of 1996 and DFARs
204.7303, CENTRAL CONTRACTOR REGISTRATION POLICY all prospective
contractors must be registered in the CCR database prior to award of a
contract. Quotations may be submitted on Standard Form 1449. The
Defense Priorities and Allocations System (DPAS) is DOC9E. The due date
and time for receipt of proposals is 4:00 p.m. Eastern Standard Time on
March 5, 1999 at the Directorate of Contracting, Attn: SIOLE-KOM, Bldg
421S, Cheryl Preisler, Letterkenny Army Depot, Chambersburg, PA
17201-4152. All quotations must reference the solicitation number and
due date for receipt of quotations. In addition to this, each quotation
must contain the name, address and telephone number of the offeror as
well as any discount terms that are offered and remit to address (if
different from the mailing address). If offer is not submitted on
Standard Form 1449, it must include a statement specifying the extend
of agreement with all terms and conditions of this solicitation. Any
quotations that reject the terms and conditions of this solicitation or
do not include the certifications and representations contained in FAR
52.212-3 may be excluded from consideration. All offerors must hold
their prices firm for 60 calendar days from the due date specified for
receipt of quotations. Any amendments hereby issued to this
solicitation will be synopsized in the same manner as this solicitation
and must be acknowledged by each offeror. Any quotations or
modifications to quotations received after the specified due date for
receipt or quotations will not be considered. The Government may make
an award with or without discussions with offerors. Therefore, the
offeror's initial proposal should contain the offeror's best terms. A
written notice of contract award or acceptance of an offer mailed or
otherwise furnished to the successful offeror within the time for
acceptance specified in the offer shall result in a binding contract
without further action by either party. Before the specified expiration
date of an offer, the Government may accept that offer unless a written
notice of withdrawal is received prior to award.Offerors shall specify
business size and classification as required FAR 52.212-3. All clauses
