320 In accordance with the implementing guidance from the Department of
Defense, Air Force, and Headquarters Air Mobility Command, the 6th
Contracting Squadron is soliciting written responses from all
commercial wireless vendors stating interest in siting mobile
antenna(s)on MacDill AFB. Responses are required no later than February
28,1999. All vendor responses are voluntary and no express or implied
contract is intended. After surveying the interest in this matter, the
Air Force will determine its position and procedures regarding the
issuance of licenses for commercial cellular antennas and their
supporting equipment. Request for proposals may be issued. There are
numerous restrictions that must be met. Some of the major restrictions
are: 1. Once an application has been given base preliminary
approval(after providing all the base required data such as site
location, siting criteria, frequencies and radiating power) each
applicant must have an EMI-RADHAZ analysis comopleted by the joint
Spectrum Center (JSC). The cost for this analysis will be paid by the
applicant. IF the JSC analysis reveals an EMI-RADHAZ potential, the
request will be denied. 2. All vendor proposed antenna installations
must comply with FAA airfield siting criteria and must be coordinated
with the base operations support squadron terminal procedures
personnel, and the base safety officer. 3. The applicant must execute
a hold harmless agreement (the government cannot be held liable)
covering both the commercial entity's property and personnel. 4. The
applicant must be subject to the revocation of licenses should base
operations require such revocation. 5. Siting must comply with all
federal, state, and local laws and must be consistent with national
security concerns. 6. Vendor systems will be subject to removal at the
end of service. 7. Fees will be charged to the applicant for the use
of property and other support provided by the base. 8. Vendor systems
on base must not interfere with present or future base operations.
