Command, maggsra@navair.navy.mil. The Naval Air Systems Command is
issuing DRAFT Solicitation N00019-99-R-1322 for Industry Comment. This
draft solicitation is for on-site support for the Navy and Air Force
C-9 Aircraft totaling 52 aircraft. The scope of the work includes
inventory management, material replenishment, component repair and
contractor organizational "O" level maintenance for 2 aircraft at MCAS
Cherry Point.. The anticipated solicitation will be for a five-year
(base year plus four options) contract beginning 01 February 2000. The
resultant contract will be a Fixed Price Requirements contract with
Cost Reimbursement provisions (predominately material). Since the C-9C
aircraft will have classified equipment, the successful contractor
will be required to obtain, as a minimum, a secret security clearance.
On or about 23 February 1999, the draft solicitation may be obtained
at the following website: www.navair.navy.mil under "Business
Opportunities". The DRAFT Solicitation is comprised of Section B and
Section C, Statement of Work. The "O" Level Maintenance statement of
work as well as other sections of the solicitation are under
development and will be posted electronically as they become available.
A separate synopsis will be issued to notify industry when revisions or
new sections are available. We are requesting industry comments by
close of business 23 March 1999 so that they may be evaluated an
incorporated, as necessary, into the final solicitation. One major
issue of which we are specifically interested is the orientation of the
procurement towards commercial practices. Industry is particularly
encouraged to provide comments as to how the C-9 Site Support recompete
may be revised to incorporate commercial practices. The final
solicitation is expected to be released in late March or early April
