International Development plans to modify an existing contract, No.
121- C-00-98-09000-00, with PADCO, worth approximately $3 million, to
add additional tasks,expected not to exceed $300,000. The new tasks are
essential technical assistance related to World Bank computerization
loan and will be carried out within the current period of performance
of PADCO s contract. The amended contract will provide for installation
of software and training related to computers and equipment financed
through the World Bank Social Protection Support Project. The
contractor will be responsible for that installation and training.
USAID/Kyiv, through the contract with PADCO, has already met a
significant portion of the Government of Ukraine s Housing Subsidy
Program s computerization needs. In order to complete the
computerization of the Housing Subsidy Program, the Government of
Ukraine obtained a World Bank credit in the amount of $2.6 million to
purchase additional computers and equipment. This positive development
(which was impossible to anticipate at the time USAID contracted with
PADCO) requires a significant increase in the level of computer
technical assistance. Provision of technical support and related
training for these additional computers is critical to the successful
completion of the nation-wide automation of the housing subsidy program
and will significantly enhance USAID s investment in the program. Since
the contract already provides for computer technical assistance and
training to analyze and implement reform efforts and initiatives,
adding software installation and training related to computers and
equipment financed through the World Bank Social Protection Support
Project simply strengthens these activities. In the interests of cost-
and time-efficiency, USAID/Kyiv wishes to maintain current working
relationships with PADCO and between PADCO and its Ukrainian
counterparts. Therefore, USAID/Kyiv considers PADCO to be the only
responsible source available for these minimal additional services.
