commercial services prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; capability
statements are being requested and a written solicitation will not be
issued. THE GOVT INTENDS TO SOLICIT AND NEGOTIATE WITH SOURCE OF QRS
NEWMEDIA UNDER AUTHORIITY OF USC 2304 (1) and FAR 6.302-1. (ii) This
solicitation, MDA94699Q1258 is being issued as a Request for Quotation
(RFQ). (iii) This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Regulation
Circular Vol. 60, No. 180 dated 09/18/97. (iv) The applicable Standard
Industrial Code (SIC) is 4899, the corresponding size standard is $11M.
This procurement is not covered by the Small Bus Competitiveness

(vi) DESCRIPTION OF REQUIREMENT: OSD SATELLITE MEDIA TOURS -- RADIO
TELECONFERENCE STATEMENT OF WORK: BACKGROUND INFORMATION: The Secretary
of Defense's role is to (1 keep the American people apprised of the
many missions and capabilities of the Department of Defense and how we
are performing those missions; and (2 educate and inform the American
public on the value of a strong defense and issues related to that
defense -- modernization, readiness, reducing weapons of mass
destruction, developing and maintaining strong alliances and continuing
to seek ways to reduce costs while increasing missions. PURPOSE AND
OBJECTIVES OF THE AWARD: The Department of Defense has established
Satellite Media Tours to provide a cost-effective mechanism for the
Secretary of Defense and other DoD officials representing the Secretary
to communicate with the public, explain policy, and respond to
questions on defense issues which involve or have an impact on the
American public. Through Satellite Media Tours, senior DoD officials
can participate in interviews with many regional or local radio
stations in a single time period from the Pentagon, resulting in
increased cost savings and obviating the need for extensive travel.
VENDOR REQUIREMENTS: 1) To serve as an overall general radio consultant
and provide comprehensive radio advice, support and services to the
Defense Department. 2) To have access to a studio and other audio
production and transmission facilities. 3) The ability to book radio
teleconferences as required, each one hour in duration. These bookings
will be with national networks, mainstream and distinct nationally
syndicated talk shows, statewide radio networks, local radio talk
shows, specialty radio networks and stations. 4) The ability to
establish, coordinate and originate radio teleconference feeds from the
Pentagon. 5) Secure ISDN, Switch 56, satellite, or other studio quality
radio feeds from the Pentagon. 6) Provide and coordinate satellite
times. 7) Provide audio dubbing, production and editing services as
required. 8) To track every interview of any form that was booked and
every actuality that was sent out or picked up. 9) Provide broadcast
faxing services. REPORTING REQUIREMENTS AND DELIVERABLES: 1) Unless
otherwise required by the Government, within five days of each radio
tour or feed, submits a comprehensive e-mail and written final report,
that will include a detailed summary of radio activity. This report
will show a complete analysis of the number of people that were reached
by all of the radio activities and be based on the latest Arbitron
Company Radio USA survey. Covered in the report will be equivalent
advertising costs, vendor fee charged and any other factors that would
illustrate and determine the impact and efficacy of interviews used by
participating programs and stations. 2) Provide audio tape copies of
the interviews. DEFENSE DEPARTMENT RESPONSIBILITIES: 1) Notify Vendor
of the time and location of the radio teleconference interview
origination. 2) Provide list of markets to Vendor for query and
implementation. 3) Provide Department official for radio teleconference
interviews. CONTROL PROCEDURES: OASD Public Affairs officer to be point
of contact for each radio teleconference media tour. (vii) N/A (viii)
The following provision applies to this acquisition: Federal
Acquisition Regulation (FAR) 52.212-1 Instructions to Offerors --
Commercial (ix) The following provision does apply to this acquisition:
Federal Acquisition Regulation (FAR) 52.212-2 Evaluation-Commercial
Items/Services. References of past performance are to be submitted,
each reference is to include point of contact for same or similar
services rendered for two (2) Government Entities and two (2)
Commercial Entities, each citing purchase order/contract number, agency
point of contact name and office telephone number, hourly rate in which
services were performed, total project cost and date of award. The
Government intends to review quotes and award a contract without
discussions. However, the Government reserves the right to conduct
discussions if later determined by the Contracting Officer to be
necessary. The Government may reject any or all quotes if such action
is in the public interest; accept other than the lowest quote; and
waive informalities and minor irregularities in offers. (x) A completed
copy of the following provision is to be included in quotation
submission: FAR 52.212-3 Offeror Representations and Certifications --
Commercial Items. (xi) The following provision applies to this
acquisition: Federal Acquisition Regulation (FAR) 52.212-4, Contract
Terms and Conditions -- Commercial Items. The following clauses are
incorporated as an Addenda: FAR 52.244-6 Subcontracts for Commercial
and Commercial Components, Option clauses: FAR 52.217-5, Evaluation of
Options and 52.217-9, Option to Extend the Term of the Contract. NOTE:
The inclusion of the FAR option clauses shall not obligate the
government to exercise the option(s). (xii) The following clause
applies to this acquisition: Federal Acquisition Regulation (FAR)

Or Executive Orders-Commercial Items/Services. The following FAR
