(LBII) with business address at 100 Halsted Street, East Orange, New Jersey 070019 to expand the assistance currently being provided to former members of the Moro National Liberation Front (MNLF), a separatist movement in southern Philippines. Currently, former mnlf members are being provided inputs to produce agricultural and aquacultural crops as a means to integrate them into mainstream society and thus help in the peace process. The project has had substantial success so far in both assisting former MNLF members make the transition and making progress in the peace process such that USAID/Philippines is proposing to increase the number of original recipients in the contract from 4,000 to approximately 13,000 by the infusion of additional funds estimated not to exceed $10 million. Because of the success of the project, the possibility of peace between the Government of the Philippines and separatist groups other than the mnlf is becoming a distinct possibility. The additional funds will be utilized to assist not just former mnlf members but also members of these other separatist groups. This notice of intent is not a request for competitive proposals and no solicitation will be issued. See Notes 22 and 25. Do not respond unless you have read Notes 22 and 25 fully.
