The USAID Mission to Nicaragua is requesting proposals from U.S.
offerors to provide technical assistance to the Rural Land Market Unit
(RLMU) of the Ministry of Agriculture, Livestock and Forestry (MAF).
The RLMU is charged with supporting land titling and market
development. This assistance is being provided as part of
USAID/Nicaragua's Small Producers Results Package. The elements of this
program were specified in the Program Grant Agreement signed between
the USG and the Government of Nicaragua (GON) on February 10, 1998. The
Small Producer Program is a five-year program to assist traditional and
progressive small- and medium-scale farmers of Nicaragua. One of the
two principal 'Results' or outcomes of this Program is: "Small farmers
producing and marketing more and diverse products." This will be
accomplished through: (1) expanding small farmer services; (2)
providing assistance to agricultural-related and rural
microenterprises; (3) support for a national program of seed
improvement for basic grains and other crops; (4) support for
agricultural policy formulation; and (5) support for land titling and
land market development. This scope of work relates to the last of
these approaches. The Mission anticipates awarding a Firm-Fixed Price
Contract for the purpose of working in the Technical Support Services
to the RLMU program in Nicaragua. The period of performance of this
Contract will be for 3 years. RFP NO. 99-05 for this requirement will
be available on or about March 15, 1999. The closing date for receiving
proposals should be April 14, 1999. Interested parties shall contact
