in Education, Training and Human Resource Development". Short-term
advisory and technical assistance is needed in the areas of education
(from early childhood through higher education), training,
telecommunications/information technologies and related areas of human
development. Tasks that may be assigned can include activities in
USAID/Washington, USAID Missions, host countries and non-presence
countries concerned with human capacity development. Such activities
may include the following: a) assessing needs in lesser developed
countries, to include research studies, surveys, evaluations, analyses
and/or recommendations; b) planning, designing and/or implementing
specific human development initiatives; and c) evaluating the impact of
education sector programs nationally and regionally. The Agency
anticipates awarding four separate indefinite quantity fixed-unit-price
contracts covering a three-year period. One of the four contracts will
be set-aside for an 8(a) firm; one will be set- aside for a small
business; and the remaining two contracts will be subject to full and
open competition. Awards will be made to the offerers whose technical
and cost factors demonstrate the best value to the Government. To
receive a copy of the solicitation, send email or a written request to
the Agency point of contact referencing solicitation no. M/OP-99-644
on or before April 20, 1999 (address email to mkerns@usaid.gov). THOSE
WHO SUBMITTED A REQUEST UNDER SOLICITATION NO. M/OP-98-1763 NEED NOT
REAPPLY. To help identify potential subcontractors, a list of all
organizations requesting a copy of the solicitation will be sent with
each solicitation document. By providing the list, USAID does not
endorse the listed organizations as being capable of carrying out the
activity, nor does USAID verify the claimed status of the organizations
known prior to the issuance of the solicitation document. The preferred
methods of distributing USAID procurement information are on- line via
the Internet and by mailing the solicitation on a 3.5" diskette, MS
Word 97 format. This CBD notice can be viewed and downloaded from the
following USAID website: www/info.usaid.gov/procurement_bus_opp/
procurement/announce/cbd/. The solicitation, when issued, will be
electronically posted on
www.info.usaid.gov/procurement_bus_opp/procurement/ solicitation/.
Receipt of the solicitation obtained via the Internet must be confirmed
by written or faxed notice to the Agency point of contact. When
downloading the solicitation, the recipient is responsible to ensure
that the solicitation was received in its entirety; USAID bears no
responsibility for data errors resulting from transmission or
conversion processes. A Request for Proposals will be issued NO EARLIER
than fifteen (15) days from the date of publication of this notice.
Telephone or facsimile requests for the RFP will NOT be honored. Upon
issuance, the RFP is anticipated to close thirty (30) days thereafter.
