972/308-1971 This is a sources sought notice only. The IRS is seeking
sources capable of providing technical, general, and leadership
competencies training with a primary focus on off-the-shelf courseware
products. Training is required to support organizational restructuring
as well as core IRS business requirements. Vendors are encouraged to
submit courses/course materials to be evaluated for quality and
applicability to IRS requirements. Courses/course materials will be
reviewed using an IRS-developed evaluation instrument. Personnel
conducting the evaluations will be educational professionals and
subject matter experts trained in the use of the evaluation instrument
and familiar with IRS instructional requirements. Basic evaluation
factors include: Use of adult learning principles; congruence with the
IRS culture; evidence of sound instructional design; adaptability and
sensitivity concerns; the application of structured before, during,
and after activities. Training will be required to support the

Before-During-After support (coaching/mentoring guidance, reference
materials, and management support). Management data, including: (1)
Vendor sales point of contact (2) Warranty, data rights, and licensing

capability statements in response to this sources sought announcement
are required to identify their size status and whether or not they are
in the Small Business Administration's 8(a) program. Courses and
