The issuance date for Solicitation No. DACA83-99-R-0011, Job Order
Contract for Construction and Repair Requirements for Government
Facilities, Honolulu Engineer District Area of Responsibility, is
hereby changed from O/A March 5, 1999 to O/A March 8, 1999. Please note
the addition of SELECTION CRITERIA in descending order of importance:
I. Management Ability: (a) management plan for on-site staff, (b)
ability to coordinate multiple subcontracts on single or multiple
projects at various locations, simultaneously, (c) plan to demonstrate
response time to Government needs and requests, and (d) plan to
administer payroll and labor relations functions. II. Past Performance:
(a) effectiveness of management, (b) timely performance, (c) quality
control, (d) compliance with labor standards, and (e) compliance with
safety standards. III. Related Experience: (a) ability to
manage/construct multiple (as many as 10 or more) small to medium-scale
construction and repair projects in different locations,
simultaneously, and (b) experience with various types of related
construction work and capability to do same or similar related work.
IV. Quality Control (QC) Plan: (a) QC plan for the inspection and
acceptance of work, (b) plan to communicate workmanship and safety
standards to subcontractors, (c) plan to provide submittals and conform
to JOC specifications, and (d) plan to provide testing, QC reporting,
shop drawings and drafting support. V. Technical Support Staff: (a)
technical support, and (b) corporate support. VI Clarity of Proposal:
Offers will be evaluated for clarity and suitability for inclusion into
a contract. NOTE: Evaluation of price/cost will be based primarily upon
each Offeror's proposed coefficient (work plan/price proposal cost will
also be considered). While proposed coefficients will not be rated nor
scored as are the above technical evaluation criteria, they are
considered to be a substantial factor and will be evaluated in terms of
completeness, reasonableness, and realism in accordance with AFARS
15.608(a)(1). All other information publicized in the synopsis dated
