lewisjd4@navair.navy.mil. 1. The Naval Air Systems Command has released
a DRAFT SOLICITATION, N00019-99-R-1169, for Industry comment. This
draft solicitation is for the Depot Level Maintenance support for the
Navy and Air Force C-9 aircraft fleets of a total of 52 aircraft. The
anticipated solicitation will be for a seven-year contract beginning 1
February 2000. The period of performance will be a base year plus six
(6) one year options. The resultant contract will be a Fixed Price
Requirements contract with Cost reimbursement provisions (predominately
material). In addition to the scheduled heavy maintenance, to include
conditional maintenance, the Contractor will be required to provide, as
necessary, permanent technical representatives at specific Navy/Air
Force operating sites (CONUS and OCONUS); Drop-in repair; Field Team
repair; aircraft modification capability to include engineering
development of any required modification, Engineering Change Proposal
development and preparation and installation of the modification in
theaircraft. Technical manual revisions would also be required. Since
the Air Force C-9C aircraft will have classified equipment the
successful contractor will be required to obtain, as a minimum, a
secret security clearance. The draft solicitation may be obtained at

Opportunities". The draft solicitation currently consists of Sections
B through K (except section J) and the Specifications. As additional
sections are developed the draft solicitation on-line will be revised
and industry notified through the CBD. We are requesting industry
comments by the end of March in order that they may be evaluated and
incorporated, as necessary, into the final solicitation. One major
issue of which we are specifically concerned is the re-orientation of
the procurement toward commercial practices. Industry is particularly
encouraged to provide comments as to how the C-9 re-compete may be
revised to incorporate commercial practices. The final solicitation
isexpected to be released in late April or early May 1999. No alternate
