628-4633 17. This solicitation is for a commercial item prepared in
accordance with the Federal Acquisition Regulation (FAR) Part 12 and
FAR Part 13.5, as supplemented with additional information included in
this notice. This solicitation is issued on an unrestricted basis. The
requirement is for the following: 1. Purchase and installation of a
commercial-off-the-shelf (COTS) hydraulic ram system on the U. S. Coast
Guard Cutter (USCGC) MACKINAW. 2. Technical manuals and engineering
drawings for the hydraulic ram system. 3. Removal of the existing
electro-mechanical quadrant steering system. All work shall be
performed at the ship's homeport in Cheboygan, Michigan. Period of
performance: Contract award 1 Jun 99; Delivery of Hydraulic Ram System
for installation -- 8 Oct 99; Removal of existing system and
installation of new system 8 Oct 99 to 15 Nov 99. MACKINAW's salient
characteristics are: Rudder Area: 115.58 sq. feet; Stock Size:
16.000"+.001-.000, Length = 13'-1 overall; Design Torque of existing
system Ahead: 3,500,000-pound inches @ 16 knots, Astern:
4,900,000-pound inches @ 13 knots, Overhauling torque: 15,000,000-pound
inches. Steering system to comply with American Bureau of Shipping
(ABS) Ice Service specification A0. The purchase order shall include
purchase of the hydraulic ram system with an option to install the
system at a later date. The purchase order includes option items that
will be exercised at the government's discretion. Solicitations will be
issued on March 15, 1999. All businesses, large and small, are
encouraged to submit a quotation. The government will award a firm
fixed price contract resulting from this solicitation to the
responsible offeror whose conformance to the solicitation will be most
advantageous to the government, price and other factors considered.
