provide all resources (except as may be expressly stated as furnished
by the government) necessary to furnish the following item in
accordance with the specification and within 150 days after contract
award: One (1) each, Coordinate Measurement Machine (CMM), to be used
in a research environment for the verification and precise measurement
of unique aerospace hardware including prototype models, flight
articles, development instrumentation, wind tunnel test equipment, and
material specimens. The CMM shall include a measuring probe, computer
and software, be delivered within 150 days after contract award, and
be in accordance with the following: (1) Shall have a measuring range
of at least X=59.1 inches, Y=118.1 inches, Z=39.4 inches; (2) Shall
have a measuring accuracy band width no greater than 0.0004 inches; (3)
Shall have a repeatable measurement accuracy band width no greater than
0.00013 inches; (4) Shall have a VDI/VDE 2617 specification of [u3(um)
3.9 +3.5l/1000]; (5) Shall have a work capacity of at least X=65.0
inches, Y=153.5 inches, Z=43.3 inches; (6) Shall have a work piece
weight capacity of at least 5000 pounds; (7) Shall have temperature
compensation for linear compensation; (8) Shall have a moving bridge
frame; (9) Shall have a dynamic vibration damped drive system; (10)
Shall have anti-backlash drives on the X and Y axis; (11) Shall have a
controller for continuous scanning and touch trigger probing; (12)
Shall be Active-X compliant; (13) Shall be ISO-9000 certified; (14)
Shall have a re-qualification artifact; (15) Shall have a refrigerated
air dryer system; (16) The machine shall be delivered with the
following accessories: at least 24 studs, 4 flanged nuts, 6 coupling
nuts, 6 step blocks, 6 step clamps, 1 kit holder. All threads for the
clamp kit shall match the mounting threads on the CMM; (17) The
Contractor shall provide on-site installation and demonstrate
performance verification of Items 2 and 3 above; (18) Shall operate on
standard 115 +/-10% single phase volt, 15 amp. supply; (19) Shall
operate on 80 pounds per square inch air pressure, +/- 5psi. The
Measuring Probe shall be in accordance with the following: (1) Shall be
a motorized probe head indexable to at least 7.5 degrees for each
position; (2) Shall have an indexing range of 0.0 to 105 degrees and
full 360 degrees of rotation; (3) Shall be capable of constant contact
probe scanning with linear point acquisition of at least one point
every 0.0005 inches; (4) Shall be capable of touch trigger contact
probe scanning with linear point acquisition of at least one point
every 0.001 inches; (5) Shall be capable of non-contact laser scanning
sensor attached to the indexing measuring probe; (6) Shall have a
stylus changer rack with at least two standard force modules; (7) Shall
be compatible with existing Government-owned TP200 probe system; (8)
The Contractor shall install the existing Government-owned TP200 probe,
interface, and cable system during installation of the CMM on-site; (9)
The probe shall be deliveredwith the following probe accessories: (a)
One each 1mm diameter 20mm long ball stylus; (b) Four each 2mm diameter
20mm long ball styli; (c ) One each 4mm diameter 20mm long disk stylus;
(d) One each 8mm diameter 100mm long ball stylus; (e) One each 8mm
diameter 50mm long ball stylus; (f) Extension, 30mm long, m4/m4 thread;
(g) Extension, 50mm long, m4/m4 thread; (h) Extension, 20mm long, m4/m3
thread; (i) Extension, 50mm long, m4/m3 thread; (j) Extension, 75mm
long, m4/m3 thread; (k) Extension, 100mm long, m4/m3 thread; (l) Stylus
tool m4 thread; S7 stylus tool; (m) Sa3 m3/m2 adapter; (n) Sa6 m4/m3
adapter; (o) a TP20 probe w/two force modules. Software shall be in
accordance with the following: (1) Shall be compatible with Advanced
Validator Interface Language (AVAIL); (2) Shall be the most recent
version of Windows NT operating system; (3) Shall have measured feature
recognition in WindowsNT; (4) Shall be capable of importing native
"pro-engineering, prt" Computer Aided Design (CAD) files; (5) Shall
have abi-directional IGES link; (6) Shall have programming integration
with CAD in WindowsNT; (7) Shall have off-line programming with and
without CAD in WindowsNT; (8) Shall have measurement software capable
of reverse engineering in WindowsNT; (9) Shall be capable of 3-D
contour analysis off line and on line in WindowsNT; The Computer shall
be in accordance with the following: (1) Shall be year 2000 compliant;
(2) Shall be at least a Pentium II, 400MHz processor; (3) Shall have at
least 128 megabites of random access memory (RAM); (4) Shall have at
least 4 gigabites of hard-drive memory; (5) Shall have at least a
17-inch viewable (SVGA) monitor; (6) Shall have a color 600dpi, desk
jet printer; (7) Shall have a computer system table/workstation with
table top size approximately 30" x 60" +/- 3inches; (8) Shall have a
internal IDE CD-ROM drive; (9) Shall have a 3.5" (1.44MB) floppy drive,
keyboard and mouse. This is a combined synopsis/Request for Offer (RFO)
for commercial items prepared in accordance with FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
procurement is being conducted under FAR Part 13.5. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. It is the offeror's
responsibility to download a copy of this RFO and to monitor this site
for the release of any amendments to this RFO. This RFO and
incorporated provisions and clauses are those in effect through the FAC
97-10. The SIC code and the small business size standard for this
procurement are 3829 and 500, respectively. Delivery is required within

(a) "Year 2000 compliant," as used in this clause, means that the
information technology (hardware, software and firmware, including
embedded systems or any other electro-mechanical or processor-based
systems used in accordance with its associated documentation)
accurately processes date and date-related data (including, but not
limited to, calculating, comparing, and sequencing) from, into, and
between the twentieth and twenty-first centuries, and the years 1999
and 2000 and leap year calculations, to the extent that other
information technology (IT), used in combination with the information
technology being acquired, properly exchanges date and date-related
data with it. (b) Any IT provided and/or maintained under this contract
is required to be Year 2000 compliant. To ensure this result, the
Contractor shall provide documentation describing how the IT items or
services demonstrate Year 2000 compliance, consisting of standard
product literature or test reports. (c) The Contractor warrants that
any IT items or services provided under this contract that involve the
processing of date and date-related data are Year 2000 compliant. If
the contract requires that specific listed products must perform as a
system in accordance with the foregoing warranty, then that warranty
shall apply to those listed products as a system. (d) The remedies
available under this warranty shall include repair or replacement, at
no additional cost to the Government, of any provided items or services
whose non-compliance is discovered and made known to the Contractor in
writing within 90 days after acceptance. In addition, all the other
terms and limitations of the Contractor's standard commercial warranty
or warranties shall be available to the Government for the IT items or
services acquired under this contract. Nothing in this warranty shall
be construed to limit any rights or remedies the Government may
otherwise have under this contract with respect to defects other than
