This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. Solicitation number 99-87 is
issued as a request for quotation. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10. This is a total small business set-aside.
The SIC is 3826 and size standard is 500 employees. EPA intends to buy
the following items on a brand name or equal basis. The items are as
follows:1) O2/CO2 Continuous Emission Monitor (CEM), California
Analytical Instruments Model 200 or equivalent; 2) Heated Total
Hydrocarbon CEM, California Analytical Model 300-HFID, or equivalent ;
3) SO2 CEM, API Model 100AH or equivalent; 4) NOX CEM, API Model 200AH
or equivalent; 5) Low Range CO CEM, Horiba Model 510-355097-1, or
equivalent; 6) High Range CO CEM, Horiba Model 510-355097-3, or
equivalent; 7) Sample Conditioning System for the CEM's, Universal
Analyzers Inc. Model 1090PV or equivalent. Items offered as equivalent
shall include sufficient descriptive literature to demonstrate
equivalent performance. Offerors may quote on any or all items. Award
will be made on an individual item basis to the lowest priced quote
that demonstrates compliance with performance requirements. F.O.B.
point shall be destination. Delivery shall be made to EPA Shipping &
Receiving, I-40 & Page Rd. Research Triangle Park, NC 27711. Delivery
shall be made no later than 30 days after award of the purchase order.
The provisions at 52.212-1, Instructions to Offerors-Commercial,
applies to this to this acquisition. The provision at 52.212-2,
Evaluation-Commercial Items is applicable and the specific evaluation
criteria are as follows: (1)Technical capability of the item offered to
meet Government requirement and (ii) price. Offerors shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
Clause 52.212-4, Contract terms and Conditions-Commercial Items applies
to this acquisition. The Clause at 52.212-5, Contract Terms and
Conditions required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition, however, for
paragraph (b), the following clauses apply to this acquisition:
52.222-26 Equal Opportunity; 52.222-35, Affirmative Action for
handicapped Workers; 52.222-37 Employment Reports on Special Disabled
Veterans and Veterans of the Vietnam Era; and 52.225-3 Buy America Act
-- Supplies. Offers shall be submitted no later than March 11, 1999 at
