This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is request for quotes, RFQ 504-99-06. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 98-10. Provision, 52.212-1, Instruction to Offerors -- Commercial, is incorporated into this solicitation. Provision, 52.212-2, Evaluation-Commercial Items, is incorporated with the following evaluation criteria; 1) 100% system: hardware and software compliance, 2) Support services and personnel for multiple sites in multiple states, and 3) past performance. Bidders must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items. The provision 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Local Group Management: Disable GUEST account, Add VHA18 Domain Administrators and Local Domain Administrators to Administrator group, Add all users to the Power Users group NT configuration: TCP/IP only using DHCP. All NT CAB files located on the local drive in a FLAT (OEM) directory. Upon bootup for the first time, user may have to enter the machine name. Local Administrator password will be preset. Virus Protection: McAfee service account will be established on local machine with a preset password. McAfee BackWEB will be loaded on all machines. Monitor: All screen resolutions to be set to 800x600, 16 true colors. Drives/Shares: Single partition formatted as NTFS. Directory placed on all drives called PersMove, shared as PersMove with All Domain Users with FULL RIGHTS. Internet Browser: Internet Explorer 4.x with current Service Packs. No active desktop. Proxy set to gk2.va.gov, port 80 with exclusions of : 152.*;va*;va.* Security settings: CUSTOM: Enable all Active-X settings (4), Java Permissions: LOW. Home page set to: http: 152.132.205.100. Load Macromedia FLASH, Macromedia Authorware, PowerPoint's Animation Player and Macromedia Director Internet browser pluggins. Clean-up Desktop: No "other" icons. Quality Control: Verify operation of CD, Sound Card. Integrated Load: OEM will load all software for the facility. Support for the load process should come from the OEM, not a third party vendor. Workstation will require no more than 10 minutes of configuration at the facility. Warranty: (3) year Next business day onsite service. WHQL Standards: ALL parts will by in 100% compliance with WHQL standards. Certificate/Letter confirmation from Microsoft Corp. Delivery: Complete delivery will in phases at each facility. First delivery must be within 30 business days. Enhanced Service: Provide (10) employees a certification program enabling them to bypass First Level Customer Support and access an Advanced Level Technician for "Rapid Response" and part replacement. The purchase will be for approximately 300 to 1500 computers for partial deliveries to Amarillo and Big Spring, Texas, Albuquerque, New Mexico, and Phoenix, Prescott, and Tuscon, Arizona. Bids should be broken down into quantity discounted factors (ie., $______ for 300-399, $_____ for 400-499, $_____ for 500-599, etc.). Bidders should provide a list of service providers and their locations for all cities and states listed above. Bidder should also provide a tentative delivery schedule. First shipment will be approximately 300 computers to be delivered to the various locations. Bids are due not later than March 1, 1999, 3:00 p.m. central standard time.
