Development Announcement (PRDA) No. MNK 99-0001, on the Agent Defeat
Warhead Weaponization Demonstration, is contemplated for release within
30 days. A sources sought synopsis was published 21 May 98 for
development of the Agent Defeat Warhead Demonstration(ADWD). The
concurrent technical objectives of this program are to demonstrate a
warhead with the ability to: a) disrupt the functioning of fixed ground
targets associated with the development, production and storage of
chemical (C) and/or biological (B) weapons (CBW); b) neutralize the
maximum possible amount of CB agents residing within the target; and c)
limit the potential for collateral damage (i.e., human casualties
resulting from the unintentional release of CB agents beyond the
confines of the target structure) by minimizing the amount of viable CB
agents, which might be inadvertently expelled from the target as a
consequence of warhead employment. Candidate kill mechanisms for
achieving the desired results include thermal effects derived from high
temperature incendiary (HTI) materials, low blast fragmenting warheads
or submunitions, neutralizing chemicals, and other mechanisms which
may be identified during the ADWD program. The goal of the ADWD program
will be to demonstrate a warhead that is effective against both
chemical and biological targets ranging from those classified as soft,
above ground structures, to those classified as hardened, underground
structures. A hybrid warhead payload that employs a combination of the
referenced kill mechanisms may be required to achieve this goal. The
demonstration will be conducted using a warhead designed to have the
same external shape and mass properties as the 2000-lb BLU-109 warhead.
This will allow existing Air Force weapon delivery systems (e.g.,
GBU-24, GBU-27, AGM-130, and JDAM), when equipped with the Agent Defeat
Warhead, to hold a wide variety of CB targets at risk. One award is
anticipated. The effort will be structured with two phases: Phase I
concept development andassessment will be approximately 18 months long
and Phase II, warhead design and test, will be a contract option
approximately 24 months long. An Ombudsman has been appointed to hear
serious concerns from potential offerors during proposal development
phase of this acquisition. Routine or administrative questions should
be addressed to the Contracting Officer or Program Manager. The
Ombudsman does not diminish the authority of the program director or
the contracting officer, but communicates contractor concerns, issues,
disagreements and recommendations to the appropriate government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of concern. Potential offerors are
