This is a Modification to the CBD announcement issued February 23, 1999, of same title giving notice that the Department of Energy, Idaho Operations Office (DOE ID) is proceeding on a basis of other than full and open competition, to extend DOE ID's current contract with the Environmental Science and Research Foundation (ESRF) of Idaho Falls, Idaho, for an additional seven months. The correct exception to competition for this action is FAR part 6.302-3 (not 6.302-1) which states that it is necessary to award a contract to a particular source or sources in order to establish or maintain an essential engineering, research or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. Additionally, the scope of work for the ESRF contract also includes providing public education and information relating to environmental surveillance and wildlife use of the INEEL.
