services to be provided under this procurement consist of field
investigations, studies, Preliminary Engineering Reports (PER's), final
designs, and other A-E services for the following described efforts: 1.
Cost studies, engineering feasibility studies, and PER's for large
Construction of Facilitiy (CoF) projects, as well as for smaller local
approved projects; 2. Preparation of final design documentation for
miscellaneous modification, rehabilitation, new construction, and
repair projects ranging in construction value from $10,000 to
approximately $10,000,000. The following is a listing of criteria that
will be used in the preliminary screening of the A-E firms responding
to this announcement. A-E firms must meet these requirements to be
considered for the work: 1. Respond to this announcement for this
solicitation; 2. Provide a Standard Form 254 and Standard Form 255,
dated 1998; 3. Have expertise in both the mechanical and electrical
disciplines; 4. Have the lead office located within 100 miles from
Huntsville, Alabama; 5. Have a minimum of 15 employees located at the
lead office; 6. Have registered professionals that will stamp all work
provided; 7. Show evidence of experience in the following experience
profile codes: 009,015, 019, 023, 032, 036, 043, 051, 061, 062, 077,
079, 080, 089, 101, 111, and 1123. A firm-fixed-price
indefinite-quantity type contract is anticipated with an estimated
start date of April 1, 1999, and a completion date of March 31, 2000,
with two one-year option periods. Firms responding to this synopsis
should include appropriate information regarding any consultants or
associates to be used and should include the identification Number
A-E-2(99) in their submitted Standard Forms 254 and 255 and
accompanying letter of transmittal. This procurement is a total 8(a)
Small Disadvantaged Business set-aside. Submittals from firms other
than those certified by the Small Business Administration as 8(a) shall
not be considered for selection. The SIC Codes and Size Standard are
8711 and 8712 and $2.5M, respectively. Architect-Engineers firms which
meet requirements described in this announcement A-E-2(99) are invited
to submit a completed Standard Form 255, Architect-Engineer and Related
Services Questionnaire for Specific Project, and appropriate data as
describec in Numbered Note 24 to the attention of GP31-M at the address
shown above no later than 30 days from the date of this publication.
Evaluation criteria and all other provisions of Numbered Note 24 shall
apply to this notice except that in the second paragraph of the note
(a) the "National Aeronautics and Space Administration" is substituted
for the "Department of Defense" wherever the reference appears, and
(b) The fourth additional consideration listed is changed to read "(4)
past experience, if any, of the firm with respect to performance on
contracts with NASA, other Government agencies, and private industry."
This notice is intended to provide sufficient information for
preparation of a Standard Form 255. All Firms that respond must submit
their Standard Form 255 based on information contained in this notice
and should not contact MSFC officials by letter or telephone to
request additional information. Additional information will not be
