Eastern Regional Office, 401 Pratt Street, Baltimore, MD has a
requirement to provide for the development of a series of web-based
video programs and Internet promotions targeted at small and medium
sized firms related to export assistance, international market
development, and electronic commerce tools. Contractor must have the
necessary software tools to develop video content for web-based video
broadcasting programs (webcasts). Capability to develop html-coded
pages to support the marketing and promotion of Commercial Service (CS)
developed webcasts and other E-Commerce products. Capability to enhance
webcast programs via chat rooms and other on-line tools such as
surveys, links to related CS content, etc. A web-based client
registration tool. Capability to electronically route user traffic to
CS web site and relevant officer as part of promotion. Necessary
hardware to operate and administer website. Contractor must have the
ability to provide turnkey on-site production assistance when
requested. Provide routine maintenance and support of hardware and
software to ensure webcasts are accessible by Internet audience.
Contractor much have knowledge of Internet marketing trends and access
to Internet marketing tools such as portal advertising, promotion via
links, etc. Contractor must have knowledge of, and experience in,
international business. Place of performance will be at both the
contractors facilities and various government locations. Travel costs
will be handled by the Government. Period of Performance: April 1,
1999, or date of award, whichever is earlier, through March 31, 2000.
The applicable SIC code for this requirement is 7389. This is a 100%
set aside for Small Businesses. All responsible sources may submit a
offer which shall be considered by the agency. Award will be made to
the lowest responsible, responsive offeror who can meet the specific
requirements contained in the solicitation and is most advantageous to
the government considering technical requirements and price related
factors. Copies of the solicitation will only be provided in response
to written or faxed requests received directly from the requestor.
