concerning questions received in response to Defense Threat Reduction
Agency (DTRA) Request for Quotation (RFQ) DTRA01-98-Q-2561, Linguistics
Services: Under Task 1: Q1: How many consecutive interpreters will be
needed to support your seven-day conference? A1: One (1) U.S.
interpreter for seven-day conference (consecutive -- usually the
Russian side provides one Russian interpreter). Q2: Would every
translator/interpreter be required to participate in the preparation
and after-action meetings to provide clarification of their own
translation/interpretation? How long would these meetings last? A2: One
(1) interpreter required for preparation of after-action reports.
Meetings would last approximately 1-2 hours. Q3: How many simultaneous
interpreters will be needed? For how many days? As to the equipment,
what kind of setting will it be? How many rooms? How many headsets
(receivers) will be required? How many microphones? Is there a sound
system inplace? A3: Two (2) interpreters needed for simultaneous
interpretation for seven day period. One room, 20 head sets, ten
microphones, assume no sound system available. Q4: If the second
meeting takes place in the Russian Federation, would the support needed
be identical? If so, what about transportation and travel expenses? A4:
Assume one meeting in U.S. and one meeting in Moscow with similar
support requirements. Transportation costs and travel expenses will be
payable under the contract at a rate comparable to federal travel
guidelines and should be included in contractors' pricing. Under Task
2: Q1: Session Protocols (three pages each): Will the translators be
required to translate every protocol draft? How much time will be
allowed for this? How many conferences will there be in total? A1:
Every draft protocol will require translation. Initial drafts will
require overnight translation, final drafts will require a translation
within 30 minutes. Estimate two conferences per year. Q2:
Briefings/presentations (200 pages): How long in advance will they be
provided? Will these come as a single package? A2: Advance notice of
briefings for translation will vary from 30 days to several days. The
briefings could be provided for translation en masse or there may be
one or two "stragglers." Q3: Will Russian document also be provided
electronically as MSWord or MSPower-Point files? If not, will the
translated version be expected in the identical format as the original?
A3: Russian versions of the briefings will be provided via hard copy.
Briefings provided by Russian authors should be translated literally.
Documents need to be edited into readable/acceptable English format.
Evaluation Criteria: Q1: What do you consider as "short-notice" and
"quick-turnaround" timeframes? Could you provide some examples? A1:
Short-notice timeframe: Translation service would require a one (1) day
turnaround (usually 1-5 pages). In some instances the Russians may
provide a page fax in Russian. Customer requires a "quick turnaround"
in a few hours. In the instance of last minute protocol fixes where the
number of changes is down to a few words, translation would occur "real
time" as the final protocol is being typed in Russian and English for
signature. Other: Q1: Do the linguists for this project require a
security clearance? A1: No. Q2: Are translation projects required to be
done at a secured facility? A2: No. Q3: If it becomes necessary to
travel to the Russian Federation, will the Defense Threat Reduction
Agency handle and pay for the travel? Are travel costs made up of
airfare, lodging, per diem and car rental? A3: Contractor personnel
will be responsible for their travel arrangements which must be
coordinated closely with DTRA. Costs (travel expenses) include airfare,
lodging, per diem, and local ground transportation. Costs will be
reimbursed under the contract and should be included in contractors'
pricing (quote). Q4: Is overtime allowed on this contract and if so,
how is it paid, at time and a half? A4: Overtime (more than an
eight-hour day) may be required. How (the rate) it is to be paid will
be based on contractors' quoted price structure. NOTE: Quotes are due:
