Health Resources and Services Administration (HRSA) is issuing this
sources sought announcement to determine the availability and
capability of entities to operate the Scientific Registry of Transplant
Recipients (Registry) as required by Section 373 of the Public Health
Service Act (42 USC 274). The purpose of the Registry is to collect
data from all U.S. transplant programs on all kidney, pancreas
(including kidney/pancreas., liver, heart, heart/lung and intestine
transplants. HRSA currently provides funding and oversight for two
related contracts for the performance of the Organ Procurement and
Transplantation Network (OPTN) and the Registry. The purpose of the
OPTN is to operate the organ allocation/matching system and to collect
data about donors, patient waiting lists, and information pertinent to
organ allocation. The Registry contract supports the operation of the
scientific registry database which collects post-transplant data to
include medical and histocompatibility information about donors,
registrants and recipients, as well as graft and patient survival
information. Both contracts are currently being performed by the United
Network for Organ Sharing (UNOS), however there is no requirement that
both contracts be performed by the same contractor. HRSA is
anticipating issuing a Requist For Proposal in the second quarter of
calendar year 1999 to solicit proposals for the continued operation of
the Registry. The current contract expires in Septemeber 1999, unless
one or both of the two previously negotiated option periods are
exercised by the government. Provisions in the current contract require
cooperation and coordination between the incumbent contractor and any
new contractor in order to provide for a transitional period. To allow
sufficient time for the procurement process and smooth transition of
the Registry operation, if a new contract is awarded to a new
contractor, HRSA may exercise its first year option with the incumbent
contractor, which will extend the period of performance for the
current contract through September 2000, thereby ensuring a one year or
partial year overlap for a smooth transition. HRSA may also exercise a
one-year option period to allow all offerors sufficient time to
prepare and submit competitive proposals. Any potential source must be
able to demonstrate an ability to work in cooperation and coordination
with government program and oversight staff in the furtherance of the
transplantation program goals and objectives. Interested entities are
requested to describe their capabilities to perform the following
tasks: 1)effect a cooperative relationship with transplant hospitals;
2)transfer data from the current Registry contractor if different from
the current contractor; 3)establish and maintain a Data System;
4)respond to requests for data; 5)perform special studies; 6)produce
and distribute an annual data report; 7)establish and maintain a
Scientific Affairs Committee; 8)provide the Health Care Financing
Administration (HCFA) with monthly data tapes; 9)produce and distribute
reports describing transplant program performance (e.g., transplant
program-specific survival rates); and 10)maintain a post-transplant
tumor registry and data system. Additional detail on each of the tasks

to be provided by interested parties shall include a tailored
capability statement that briefly and specifically addresses the
experience and requisite qualifications to perform the tasks described
above. Interested organizations should include the professional
qualifications of technical personnel in accordance with the outline of
the tasks; an outline of previous contracts having a national scope in
which the proposed personnel have participated; and any other
information considered to be relevant to the described effort. This is
not a Request For Proposal (RFP) and the Government is not committed
to award a contract or issue an RFP pursuant to this announcement.
Respondents who believe they have the capabilities necessary to
undertake this effort should submit four (4) copies of a tailored
capability statement to be recieved no later than 4:00 PM EST on March
26, 1999 to Lorah Tidwell, Contracting Officer, HRSA, 5600 Fishers
Lane, Room 13A-19, Rockville, MD 20857. Capability statements should
not include cost or pricing information. Depending on the results of
this sources sought announcement, a competitive RFP may be issued by
HRSA. An announcement in the Commerce Business Daily (CBD) will be made
