202-776-8743 or (FAX 202-776-8775) The Department of State, Bureau for
International Narcotics and Law Enforcement Affairs, Office of
Resource Management, has a requirement for an individual to provide
Police Advisory services at the American Embassy in Lima. The Contract
shall serve as a Field Advisor for the Narcotics Affairs Section (NAS)
in support of police institutional development counternarcotics
activities. The Contractor will work closely with other NAS and Mission
offices, including DEA, in designing, implementing monitoring, and
evaluating the National Police Project, and Police training Activities.
The Field Advisor shall work with the Embassy Field Coordinator (EFC)
in implementing USG- directed narcotics control programs, regulations,
and policies in Lima, Tingo Maria, Pucallpa and other operational
areas in Peru. The contractor shall assist in liaison and coordination
with officials of the host government, and other USG agencies,
concerning the planning of and implementation of international
narcotics and law enforcementproject activities and operations
nationwide. Minimum qualification includes: Must be a U.S citizen, and
most possess, or qualify for U.S national security clearance at the
Secret level; Bachelor's degree from an accredited educational
institution in business administration, program management, police
science or other related field, or equivalent (i.e., Associates degree
with five years relevant experience, or ten yeas of related experience
in the military, law enforcement, international development,
international affairs, or public administration); two years employment
experience in at least one of the areas; program management,
counternarcotics, police or military; previoud employment with USG,
especially in one of the above professional areas, and experience in
law enforcement is highly desirable; billingual in English and Spanish
at the Foreign Service Institute R-3,S/3 level; and the offeror must
be physically qualified to line in the country of assignment and to
engage in frequent in-country travel in remote locations overseas. PSCs
are treated on par with other USG employees. The GS grade equivalent is
GS-13. This requirement is for individuals only. A PSC will not be
