set-aside for Small Business Concerns. SIC Code 8744 applies. The size
standard is no more than $20 million. This is a new requirement
without acquisition history. Contractor shall perform Base Maintenance
at Family Housing Areas in Novato, Calif. and Yerba Buena Island, San
Francisco, Calif. Contractor shall provide all labor, materials,
tools, equipment and transportation for management, operation,
maintenance, repair, alteration and repair of housing units,
facilities, structures, utilities including pest control and janitorial
services. Work will include change of occupancy maintenance, painting,
electrical, carpentry and plumbing work to interior and exterior of
housing units, as well as, pesticide application, and miscellaneous
house cleaning and janitorial tasks. The solicitation will include
fixed-price service items, as well as task hour, and unit priced
indefinite quantity line items. Both the Service Contract Act and
Davis-Bacon Act will apply. A technical proposal will be required,
award will be made on best value to the Government. Notification to
unsuccessful offerors will be given only if requested. Offeror's will
be required to submit a price proposal and a technical proposal under
separate cover. The base period of performance is anticipated to be 01
October 1999 through 30 September 2000. There will be four (4) one
year option periods; if all options are exercised the contract will end
on 30 September 2004. An offer guarantee and performance and payment
bonds will be required. The solicitation will be issued o/a 15 March
1999 with a closing date of 25 April 1999. All eligible Small Business
firms are encouraged to request a copy of the solicitation as
expeditiously as possible by U.S. Mail to the address indicated above.

for copies of the solicitation will NOT be taken over the telephone.
This Notice is for informational purposes for Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to $1.0 million per contract. The DOT provides an
80 percent guaranty on the bond amount to a surety against losses.
Loans are also available under the DOT Short Term Lending Program
(STLP) at prime interest rates up to $500,000. For further information
