United States Department of the Army, et al., Defendant, Civ. No. 98-2631 (TFH). Carriers must provide regularly scheduled service for the firm 2 year period of 1 May 1999 through 30 April 2001, with three (3) one (1) year option period commencing 1 May 2001 through 30 April 2004, if exercised. The Competition shall result in contract awards to both an Icelandic shipping company and a U.S. flag carrier in accordance with the Treaty and Memorandum of Understanding in effect between the Governments of the United States and Iceland. No more than sixty-five percent (65%) of the cargo shall be carried by the lowest offeror, and the remaining thiry-five percent(35%) shall be carried by the next lowest offeror of the other country.
