Business, SIC 1542. Visitor Processing Center, D-CEETA, Fort Belvoir,
VA will be advertised as a Request for Proposal (RFP). The total
estimated cost of construction is between $500,000.00 and
$1,000,000.00. Completion no later than 270 calendar days. Work
consists of construction of a Visitor Processing Facility consisting of
a 96 SF guard house and a 848 SF main facility at the Defense
Communications Electronic Evaluation and Testing Activity (D-CEETA)
facility, Fort Belvoir, VA. The main building has reinforced concrete
walls with a painted finish. The guard house and guard station has
prefabricated walls. Included in the construction is bullet-resistant
glass and a ballistic steel door. Finishes include carpet tile, sheet
vinyl flooring and epoxy paint. Included in the facility are structural
concrete floor slab, communications, security protection and electrical
power. Site improvements include lighting, storm drainage, water,
sanitary sewer, and storm water management. This advertisement is a
request for proposal that requires separate technical and cost
proposals to be evaluated Best Value for award of the project. The
technical evaluation criteria, in descending order of performance are:
Experience and Record of Performance; Management Approach; and
Personnel Qualifications and Company Organization. All responsible
sources may submit a proposal, which will be considered. In order to
comply with the Debt Collection Improvement Act of 1996, all
contractors must be registered in the Central Contractor Registration
(CCR) to be considered for award of a Federal contract. The initial

imperative that all small disadvantaged business contact their
cognizant Small Business Administration Office to obtain Small
Disadvantaged Business Certification. Without SBA SDB certification, a
prime contractor nor a federal agency can receive SDB credit when
utilizing non-certified SDB contractors/subcontractors. Large business
firms are required to submit a subcontracting plan. The subcontracting
goals are 65% for small business, 15% for small disadvantaged business
and 8% of women owned small business. The subcontracting plan does not
have to be submitted at bid opening. Full size plans and specs are
$56.00 per set; half size plans and specs are $36.50 per set; (51
