The Federal Bureau of Prisons (FBOP) will be soliciting prospective contractors to design and install an in-rack fire sprinkler system in two storage buildings. This work will require modifying an existing sprinkler system to bring it into compliance with applicable codes. System design, materials, installation and testing must meet or exceed current National Fire Protection Association (NFPA), National Electrical Code (NEC), and the Uniform Building Code (UBC) requirements. Any conflict in code requirements will be resolved by relying on the requirements of the most stringent code as determined by the Contracting Officer. The estimated price range of this procurement is between $100,000 and $250,000. Basically, the requirements call for engineered drawings to be developed and stamped certified by a Fire Protection Engineer. Provide all materials and labor necessary for a complete, tested and approved system. One part of the Statement of Work (SOW) calls for the protection of exposed steel beams eitherby sprinkling or covering with a fireproof material. All contractor and subcontractor employees must be able to pass the necessary security checks before they can work on prison property. All clearance investigations will be conducted by the FBOP. The work site is at the Federal Prison complex, 27072 Ballston Road, Sheridan, Oregon, 97378. This is a pre-solicitation announcement. We anticipate issuing the solicitation announcement on March 12, 1999 and issuing the solicitation on March 29, 1999. A pre-bid/proposal on-site visit is tentatively scheduled for the week of April 5, 1999. While the pre-bid/proposal on-site site visit is not mandatory, it is highly recommended. Offerors are warned that site conditions could affect the cost of performance. The basic drawings of the existing structures and sprinkler systems will be available for viewing during the pre-bid/proposal on-site visit. The bid opening or proposal due date is tentatively scheduled for April 28, 1999. Contract award should be within seven days after bid opening or proposal receipt, dependent on all necessary approvals being received. A preconstruction conference will be scheduled as soon after contract award as practical. A Notice to Proceed (NTP) will be issued at the preconstruction conference. The performance period will be 45 calendar days from the issuance date of the Notice to Proceed (NTP). This procurement is a 100% Small Business set-aside.
