Description: This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, the
test program in FAR Subpart 13.5, and FAR Part 15, as supplemented by
the additional information stated below. Parties who submitted price
quotes for CLIN 0001 and 0002, local and nationwide pagers for base and
all option years. This announcement constitutes the RFP and is the only
solicitation that shall issued. Proposals are requested pursuant to
this announcement. All responses shall reference Solicitation No.
52-PAPT-9-1005. This solicitation incorporates all of the applicable
provisions and clauses in effect through FAC 97-10, as if stated in
full text, as well as the terms and conditions of FAR 52.212-1,
"Instructions to Offerors -- Commercial Items." This is a small
business set aside procurement using SIC Code 4812/1997 NAICS Code
513321. The Patent and Trademark Office intends to award a contract
with a twelve-month period base and four option years. It is
contemplated that a Firm Fixed price contract shall be awarded as
result of this solicitation. Technical/Functional Requirements: The PTO
desires to acquire pagers that best meet the following minimum
requirements. Technical Requirement 1. Monthly rental of local
alphanumeric pager to include the following: Minimum of 270; Maximum of
300 Unlimited calling within Maryland, Washington DC and Northern
Virginia Free batteries for life Provide "cold" spares: Minimum of 5,
Maximum of 10 Turnaround time for spare activation shall be less than
4 hours Turnaround time for new pagers, as defined with the min/max
requirements, shall be less than 24 hours Free belt clips Dispatch
service provided by the Offeror Insurance to include loss protection 2.

following: Minimum of 3, Maximum 20 Unlimited calling Nationwide Free
batteries for life Provide "cold" spares: Minimum/Maximum of 3
Turnaround time for spare activation shall less than 4 hours
Turnaroundtime for new pagers, as defined with the min/max requirement,
shall be less than 24 hours Free belt clips Dispatch service provided
by the Offeror Insurance to include loss protection Functional
Requirement Local Coverage Minimum of 50 mile radius from Crystal City,
VA Nationwide Coverage Coverage in the contiguous 48 states, Alaska,
Hawaii, and U.S. territories 800 number for each pager Batteries
Monthly no-cost replacement for each pager Billing Aggregate total and
detail breakdown of all charges Monthly billing Maintenance Free
on-site maintenance Four-hour maintenance response time, when cold
spares are depleted. Training Free on site training for new users
Activation of Pagers Less than one hour Pager upgrade plan Evaluation:
The Government will award a contract resulting from this solicitation
to the responsible Offeror whose offer conforming to the solicitation
shall the most advantageous and represents the best value to the
Government, price and other factors considered. The following factors
shall used to evaluate offers: (A) Technical and Functional Capability;
(B) Past Performance/Experience; and (C) Price. Factor A is more
important than Factor B and C; and Factor B is more important than
Factor C; together Factors A and B are significantly more important
than Factor C. Provided below is the list of evaluation criteria: (A)
Technical and Functional Capability: The proposed Pagers shall
demonstrate the technical capabilities and functional requirements,
which meets or exceeds these requirements as stated above. (B) Past
Performance/Experience: The Pagers proposed by Offeror should have high
acceptance, use, and successful rate in the market. (C) Price: The
total shall be fixed price. The contract shall be firm fixed price and
shall be based on one base year and four option years. Users may
increase over the option periods. Initially as part of the evaluation,
Offeror's proposal shall subject to a technical review / validation of
Offeror's capability to meet technical/functional requirements, as
detailed above. Offerors deemed to possess the best opportunity for
award shall scheduled for a limited product test validating the
Offerors proposed features with the technical/functional requirements.
As part of the evaluation, Past Performance shall be based on
information obtained from the contacts/references, as well as any other
information the Government may have obtain from other sources.
Instructions/Notice to Offerors: Offerors are requested to submit one
(1) signed and dated original and four (4) copies of the proposal. The
proposal shall be brief and concise and utilize product marketing and
technical brochures where applicable, but shall demonstrate the
technical and functional capability of the product proposed. Offeror
shall provide five (5) references. The first reference of which is
based in the Washington Metropolitan area or a close as possible.
Second a customer that has a minimum of 200 plus users. Third, a
nationwide customer based. In addition, the fourth of which is a
government reference. In addition, the fifth can be of the Offeror's
choice. The Offerors shall provide a point of contact, current
telephone number and fax number for each reference. These references
shall be submitted with the Offeror's proposal on the due date stated
herein. Proposals shall also include a completed copy of the provision
at 52.212-3 "Offeror Representation and Certifications Commercial
Items." A copy of these representations and certifications may be
obtained on the following FAR web site:

include the clauses cited at FAR 52.212-4 "Contract Terms and
Conditions -- Commercial Items" and 52.212-5 "Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items." This solicitation incorporates the Department of
Commerce Agency-Level Protest Procedures listed at

from a resulting contract shall be F.O.B. Destination, within 30 days
of award date. Proposals shall be delivered to the Patent and Trademark
