Congress intends to negotiate on a sole-source basis with Tangent
Imaging Systems, 649 North Lewis Road, Suite 220, Limerick, PA 19468
for the purchase of the Tangent Artisan 2000g. The Library of Congress
intends to solicit and negotiate with only one source under the
authority of FAR 6.3202-1. The Library of Congress believes that
Tangent Imaging Corp. is the only vendor that can provide a scanner
with the salient characteristics as follows: 1. Flatbed scanning
surface that is at the same horizontal level as the frame that holds
the flatbed scanning surface. This is required to prevent item damage
in the scanning process; 2. Scanning area of 24" x 36". This is
required to minimize scanning time of single sheet maps and reduce post
processing of larger format maps that must be electronically stitched
together; 3. A 6000 element CCD. This is required for high sensitivity
low noise and freedom from color distortion; 4. Software selectable
resolution of 250/500 DPI. This is required for the range of map types
that must be scanned; 5. 24-bit image capture and output. This is
required for high quality color and black and white image capture; 6.
Software selectable sub scan region is required to reduce scan area for
smaller maps and eliminated time consuming post processing for smaller
map sizes; 7. Data rate greater than 3 megabytes/sec this is required
because large maps range from 200 to 250 megabytes in size and lesser
speeds reduce throughput of scan workflow; 8. Footprint that will fit
within 40" x 60" space. This is the amount of space that is available
under office space constraints; 9. 33" to 37" high (floor or table top
models are acceptable) This is the best working height range for map
scanning; 10. Must work with existing AC electrical service. Battery
driven devices generate fall off in scan quality as the battery
degrades. All interested parties may identify their capability to
respond to the requirements described above. All interested parties may

supporting evidence that they can furnish the required specific
equipment. This is a notice of intent and not a request for proposal.
No solicitation is available. Interested vendors shall (1) include
information on the proposed equipment which clearly supports the
requirement outlined above and; (2) provide itemized pricing that is
sufficient to make a determination that competition is feasible.
Response to this synopsis must be made in writing. All responses
received within 15 days of the date of publication of this synopsis
will be considered. A determination by the Government not to compete
the proposed contract based on responses to this notice is solely
within the discretion of the Government. Responses will only be
