for commercial items prepared in accordance with format in FAR Subpart
12.6, as supplemented, with additional information included in this
notice. 42 CONS/LGCS, Maxwell AFB AL intends to negotiate on a sole
source basis with Edge Learning Institute, 1501 W. Fountain-head
Parkway, Suite 520, Tempe AZ 85282-1846, to purchase 18 sets of the
pre-recorded video series entitled "Unlocking Your Potential." The
Government's intention is to award to Edge Learning Institute because
they are the only source that can provide this video series. This video
series is already in over half of the Junior AFROTC units throughout
the United States, Europe, and Asia as a supplement to the educational
curriculum and leadership programs. This solicitation constitutes the
only solicitation; a written solicitation will not be issued.
Solicitation number F0160099T0291 will be awarded using the Request for
Proposal (RFP)acquisition procedures. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10. This is an unrestricted procurement. The
standard industrial classification is 7822 and the small business
standard is $21.5M. The requirement consists of one line item: 0001 --
Pre-recorded Video Series entitled "Unlocking Your Potential."
Quantity is 18 sets. Each video set consists of the following 14 units:
Unit 1 -- "You've Always Had the Potential"; Unit 2 -- "You;re Born to
Win"; Unit 3 -- "The Most Amazing Computer of All"; Unit 4 --
"Designing Your Personal Ad Campaign"; Unit 5 -- "Self-Esteem; Know
You're Good and Wear It Well"; Unit 6 -- "Overcoming Fear of Failure";
Unit 7 -- "Keys to Increasing Your Self-Confidence"; Unit 8 --
"Improving Your Chances for Success"; Unit 9 -- "Charting Your Own
Course"; Unit 10 -- "Leadership Qualities that Get Results"; Unit 11 --
"What Every Employer Looks For"; Unit 12 -- "Communicate Like a Pro";
Unit 13 -- "Exercising Your Power to Choose"; Unit 14 -- "Developing
Winning Habit Patters." Delivery is to be made to 18 different shipping
locations (addresses will be provided at time of award). Inspection and
acceptance will be made at each respective delivery location. Offer
shall specify FOB: Destination. The provision FAR 52.212-1, Inspection
to Offerors -- Commercial Items (Aug 1998)applies to this acquisition.
Provision FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999) is
included. Evaluation statement states: "The Government whose offer is
most advantageous to the Government, price and other factors
considered. The following factors will be used in evaluation: technical
capability, price, delivery and past performance with technical
capability being first in importance." Offeror must include a completed
copy of the provision FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items (Feb 1999). FAR 52.212-4, Contract
Terms and Conditions -- Commercial Items (Apr 1998) applies to this
acquisition. There are no addenda to these provisions. The provision at
FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items (Jan 1999) applies to
this acquisition. The following FAR clauses cited within that
provision are also applicable: 52.222-26, Equal Opportunity; 52.222-35,
Affirmative Action for Disabled Veterans and Veterans of the Vietnam
Era; 52.222-36, Affirmative Action for Workers with Disabilities;
52.222-37, Employment Reports on Disabled Veterans and Veterans of the
Vietnam Era. The provision at DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items (Jan 1999),
applies to this acquisition. The following DFARS clause cited within
that provision is also applicable: 252-204-7004, Required Central
Contractor Registration (Mar 1998); 252-225-7001, Buy American Act and
Balance of Payment Program (May 1998); 252-232-7009, Payment by
Electronic Funds Transfer (CCR)(Jun 1998). Defense Priorities
Allocations Systems (DPAS) rating assigned is C9E. This notice of
intent is not a request for competitive proposals. Interested parties
may identify their interest and capabilities in response to this
requirement. The determination by the Government not to compete the
proposed contract based upon responses to this is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct
future competitive procurements. Proposals are due no later than 3:00
PM on 14 April 1999. Proposals must be in writing and accompanied by
completed representations and certifications (FAR 52.212-3) or they
will be rejected. All responsible sources may submit a proposal to 42
