The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award a fixed price purchase order on a sole-source basis to SUMMUS LTD in support of the Navy's Ocean tran-surface Visibility Project (NOTVP). SUMMUS previously provided research support to ONR for NOTVP under N000l4-98-C-0l43 gathering data with the goal of improving accuracy of the detection of submerged objects, discriminating the identity of those objects, and precisely determining the location of those objects. Under the ONR effort, SUMMUS LTD devised a proprietary methodology for ocean wave slope measurement. In performing the task for ONR, SUMMUS LTD developed proprietary processes to analyze the specific data gathered on the behalf of ONR. ONR is requiring the use of the SUMMUS proprietary process to further analyze the raw annotated LIDAR data set. SUMMUS will use its proprietary process to provide a written report analyzing the results of the tests done for ONR. Delivery will be FOB destination by 30 NOV l999.
