authority of FAR 6.302-1, the USEPA intends to negotiate on a sole
source basis with Bio-Rad, Inc., for the acquistion of a Phosphor
Imaging system. The Government's minimum requirements for this system
are as follows: (1) a phosphor screen imaging system with the
capability of radioisotopic imaging, laser-excited single and
multi-color fluorescence imaging, and chemiluminescence imaging using
phosphor screens; (2) quantitation capability of 32P, 33P, 35S, 14C,
125I, and 3H radioisotopes; (3) an internal laser and filter capability
for sequential or simultaneous detection of two or more fluorescent
dyes; (4) detection capability of chemiluminescence using special
phosphor screens; (5) a built-in external laser port which allows for
the connection of an external laser; and (6) accommodates both small
(20x25 cm) and large (35x43 cm) screens. Additionally, the system shall
include a data analysis system and associated software for
multi-channel image acquisition, automatic band finding, image
correction, image storage, and TIFF export and import of data. This
action is being pursued on a sole source basis because Bio-Rad, Inc.,
is currently the only known source of commercially available phosphor
imaging system equipment that is engineered to be completely compatible
and have the ability to interface directly with EPA's existing Fluor-S
Multiimager and Desitometer systems through their proprietary image
analysis software platform, Quantity One. THIS IS NOT A REQUEST FOR
PROPOSALS. This acquisition will be accomplished under FAR Part 12,
Acquisition of Commercial Items. Only sources capable of fully meeting
the unique technical performance specifications/capabilities outlined
above, without exception, will be considered. A determination by the
Government not to compete this acquisition is solely the discretion of
the Government. Technical documentation must be submitted on or before
