Synopsis published on 23 Feb 99 is amended to provide the following additional information: Full performance on this solicitation, will require the offerer to have or be eligible to obtain a U.S. Facility clearance at the SECRET level. Therefore, participation on this contract at the Prime level is restricted to wholly owned U.S. Companies and U.S. Citizens thereof to include follow-on maintenance manuals, etc. Foreign companies, foreign owned, controlled or influenced companies, or U.S. citizens employed by these companies may participate at the sub-contractor level; however, foreign sub-contractors may not participate in follow-on support. Sub-contracting opportunities may be made direct between the U.S. Prime and potential sub-contractors.
