Foundation (Foundation) is an independent agency of the U.S. government
located in Arlington, Virginia. Its primary work consists of
grant-making and related research, evaluation, and dissemination
activities benefiting foreign non-governmental organizations (NGOs)
working to improve the lives of poor and disadvantaged people in Latin
America and the Caribbean. The Foundation is seeking to contract to
conduct an evaluative study of partnerships in project implementation
within the Foundation grant portfolio in Latin America and the
Caribbean. The goal of the study is to identify the characteristics
common to those partnerships that are the most successful in producing
sustainable improvements in the quality of life of the poor, in
strengthening community-based organizations, and in changing aspects of
the broader society as well. Among the several products of this study
will be a detailed report of the characteristics of successful
partnerships as well as assessment of each grant included in the study,
a magazine-length summary of the key findings suitable for publication
in Grassroots Development, and a publishable manuscript on the role of
the business sector in partnerships. These products will help
disseminate lessons about partnerships for local development to the
development community, improve grassroots development strategies, and
serve as a guide to promote private sector social responsibility and
investment in grassroots development in Latin America and the
Caribbean. The period of performance of the resulting contract is
approximately one year from the date of the contract award. The
anticipated RFP issue date is approximately 15 days after publication
of this notice, and proposals will be due approximately 45 days after
