Souders, (301) 713-0854 D -- The U.S. Dept. of Commerce/ITA/BISNIS has
a requirement for the services of a Web Master/Web Administrator to
satisfy and maintain current demand of the BISNIS Home Page and develop
a mirror BISNIS Home Page in the Russian language for New Independent
States (NIS) business audiences. Period of Performance will be for a 12
month period beginning from Date of Award with an option for a one year
renewal. The contractor will be based at the U.S. Dept. of Commerce
Building in Washington, D.C. The contractor shall be responsible for
executing daily updates to place new information on BISNIS' Home Page,
weekly updates on the Flashfax' (an automated fax-back system), and
tracking usage statistics for both systems. This work will involve
formatting documents in HTML, development of graphic design elements,
and scripting Java and search tools. The contractor shall also work to
add links to the BISNIS page on search engines and Web sites focusing
on Russia and the New Independent States. The contractor shall be
responsible for the planning and implementation of a BISNIS-Russian
Home Page which mirrors BISNIS Online but specifically designed for NIS
audiences. Applicants must meet the following Evaluation Criteria: 1)
Minimum of 2 years experience with constructing home pages on the World
Wide Web, and knowledge of hyper-text mark-up language, file transfer
protocol, Windows NT, and Java script and Russian character sets, i.e.
K0I8-R and CP-1251; 2) Ability to speak, read and write the Russian
language proficiently. Qualified candidates must be in compliance with
U.S. Labor laws and have background in international business and a
knowledge of business, economic and political developments in Russia
and the New Independent States that will enhance their ability to
develop a NIS Home Page specifically assisting NIS business people in
accessing commercial information on doing business with U.S. companies:
3) Experience with system administration. Specific talents should
include NT Server 4.0, Netscape Enterprise and Internet protocols such
as SMTP, HTTP, FTP. Telnet, SNMP; 4) Demonstrable experience with
professional graphic design, especially for Internet application.
