Personnel Management (OPM) intends to issue a Request for Proposal
(RFP) that will lead to the establishment of one or more task order
contracts for marketing and communications services for the Office of
Personnel Management's (OPM's) Employment Service (ES). We anticipate
that multiple awards may be made. Task orders will be issued on the
basis of either firm, fixed-price, or time and materials contract
types, depending on the nature and complexity of the work to be
accomplished. Contracts will be for a base period of one year, with
four one-year options. The contractor(s) shall provide strategic
concepts to enhance ES's vision and identify and produce unique and
effective communications plans and tools to market OPM-ES products and
services by using market analysis information already obtained and
obtaining further market information, if required, to ascertain the
most appropriate and effective messages and vehicles for each target
market. The scope of the effort may require the contractor to produce
market tools that will educate the target markets and help the OPM-ES
consultants facilitate sales or produced and services. These tools can
include, but are not limited to, collateral brochures, direct mailers,
multimedia presentations, product-specific advertising, trade show
graphics and collateral materials, exhibits, presentations, conference
tools, and other communications tools as required. This is set-aside
100% for participation by small business only. The SIC code is 7311.
The size standard is less than $5.0 million in average annual sales
over the past three years. Selection will be on a "best value" basis
with technical factors weighted considerably higher than cost factors.
Technical factors will include capabilities of the proposed staff,
understanding of the requirement, company experience and past
performance. Bonus points may be awarded of the offeror proposes a
welfare-to-work plan. To achieve an acceptable rating, an offeror must
be within a close proximity to Washington, D.C. All requests for
copies of the solicitation must be in writing and must be received no
later than March 12, 1999. The solicitation is scheduled for release on
or about March 27, 1999 with proposals due approximately one month
thereafter. The solicitation will be placed on the OPM Internet Home
Page at http://www.opm.gov/procure on the date of actual release.
