R -- PROGRAM REVIEW/DEVELOPMENT SERVICES SOL 9-4120-4123 DUE 031299 POC Sandra Souders, (301) 713-0854 R -- The U.S. Dept. of Commerce/ITA/SABIT Program has a requirement for three (3) individuals to execute a program review of SABIT and its effectiveness in Russia and the New Independent States (NIS) of the former Soviet Union. The Period of Performance will tentatively begin in April/May 1999 and end in June/July 1999. One individual will be assigned to each of the following regions: NW and Central Russia, Ukraine and Central Asia. Any Travel expenses will be paid independently from this request. Applicants must meet the following Basic Qualification Requirements: 1) Knowledge of the economies of the former Soviet Union; 2) Working knowledge of the Russian language (Ukrainian helpful but not required for Ukraine portion of program review); 3) Economic/trade background; 4) Familiarity with U.S. and International business training and/or exchange programs; 5) Ability to independently analyze, evaluate, and make recommendations regarding the success of the training program. Applicants must meet the above mentioned Basic Qualification Requirements and will be further evaluated on their experience, education and training in relation to the following Quality Ranking Factors: 1) Experience living and/or working in the former Soviet Union; 2) Experience working with or evaluating management training programs for participants from command or transitional economies; 3) Fluency in written and oral Russian; 4) Background in Finance, Economics, Marketing Research, Business and/or Trade; 5) Willingness to travel throughout the NIS; 6) Ability to prepare a comprehensive report which outlines SABIT's strengths, weaknesses, successes and failures as well as provide suggestions for improvement; 7) Work permit in Russia, Ukraine and/or Central Asia and stationed in Russia, Ukraine and/or Central Asia.
