e-mail, michael.kennison@med.va.gov. It is the intent of the VA Medical
Center, 150 South Huntington Avenue, Boston, Massachusetts 02130 to
negotiate on a sole source basis with the Animal Research Facility at
the Beth Israel/Deaconess Hospital, Boston, Massachusetts under the
authority of FAR 6.302 to provide the services of a clinical
veterinarian with a Doctor of Veterinary Medicine, or equivalent
degree, licensed to practice veterinary medicine in the Commonwealth of
Massachusetts. The clinical veterinarian will have completed a training
program in laboratory animal medicine. The clinical veterinarian shall
provide veterinary oversight to VA researchers at the VA's at Bedford,
Boston and Brockton/West Roxbury. The veterinarian shall provide the
following services: (1) Provide clinical care and preventative medical
expertise; (2) Use appropriate methods to prevent, control, diagnose
and treat disease and injuries in animals; (3) Provide guidance to
investigators in regard to selection of anesthetics and analgesics and
proper post-surgical and euthanasia methodologies; (4) Provide
training to the animal care and research staffs at the various sites;
(5 And) Assist investigators with the development of research
protocols; (6) Provide on-site inspections of each animal facility to
assess the health and well being of all research animals. The
veterinarian will be under the direct supervision of the VA. Veterinary
facilities interested in responding to this notice with equivalent
support must submit clear and convincing documentation, including
technical itemized pricing data, that they can provide all the above
listed items and meet all specifications. A response should
sufficiently demonstrate the applicant's ability to meet the
Government's requirements. If a response indicates a competitive
acquisition would be more advantageous to the Government, a formal
solicitation may be issued. The notice of intent to place an order is
not a request for competitive proposals. However all responses received
no later than the closing date of this announcement will be considered
by the government. A determination by the government not to compete
this proposed acquisition based upon responses to this notice is solely
within the discretion of the government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. No solicitation document exists;
therefore an analysis will be made on the basis of information received
in response to this notice. Responses are required within fifteen (15)
calendar days from the publication date of this notice to the
Contracting Officer (90C), Building Nine, Room 413, VA Medical Center,
