is for the command-wide (Air Combat Command) Base Training and
Education Services cost comparison study as announced by the Chief of
Staff of the Air Force. The cost comparison was announced on January 7,
1999 and is projected to be completed late in the year 2000. Request
feedback on the draft documents posted on our web site located at:
(http://www.acc.af.mil/public/lg/Cons/welcome.htm ). It is the
Government's intent to release the formal Request for Proposal (RFP) by
August 1999. At this time we will create an official Source List.
Interested offerors are requested to add their names to the Source List
by e-mailing (dale.vandyke@langley.af.mil) or FAXing (FAX number:
757-764-9695) to the attention of 1st Lt. Dale Van Dyke. Offerors
should reference the solicitation number, including complete email and
mailing address and indicate whether their firm is a small business,
small disadvantaged business, or a woman owned business. All
responsible sources may submit an offer to be considered. This cost
comparison will be conducted in accordance with the Air Force
Commercial Activities Policy Instruction that implements the Office of
Management and Budget (OMBC) A-76, Performance of Commercial
Activities. This circular reaffirms the Government's policy to rely on
the private sector for products and services. When in-house
performance of commercial activities is not required for national
defense reasons and contracting is cost effective, conversion to
contract performance is in the best interest of the American taxpayer.
The Base Training and Education Services effort will consolidate Air
Combat Command's (ACC) A-76 study and impact a total of 79 civilians
and 70 military at 15 ACC bases as well as two overseas units at Lajes
Field, Azores, and Keflavik Naval Air Station, Iceland. ACC CONS and
ACC DPP antisipate hosting a formal site visit shortly after the
release of the final RFP. The formal site visit will include a
pre-proposal conference. Please refer to the web site above for
