synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. (ii) This
solicitation number 52-PAPT-901011 is issued as a request for proposal
(RFP). (iii) The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-10.
(iv) This acquisition is unrestricted. The associated standard
industrial code is 7381. (v) The Patent and Trademark Office (PTO)
anticipates entering into a five year (base year with four option
years) fixed-price contract for the provision of armored car services.
The work under the contract will be performed in Crystal City,
Arlington VA. The contract line item numbers and description are
specified herein. The contractor shall provide a unit price and total
price for the contract line items for the base year and the four option
years. CONTRACT LINE ITEMS: CLIN 0001 First Pickup and Delivery of
Financial Transactions and Daily Deposits by an Armored Car Service and
CLIN 0002 Second Pickup and Delivery of Financial Transactions and
Daily Deposits by an Armored Car Service. (vi) DESCRIPTION OF SERVICES
TO BE ACQUIRED: The Contractor shall provide the necessary personnel
and equipment for the pickup and delivery of monetary transactions for
the U. S. Patent and Trademark Office twice daily. The first pickup
will require transporting of funds to a financial institution. The
second pickup involves retrieval of monetary transactions from several
locations within the Crystal City area, with transport to a final
destination. Specified times of retrieval and location points are so

TIME: 5:00 p.m. The second pickup and delivery for all locations must
be completed between the hours of 3:30 and 5:00 p.m. each day. This
requirement allows for reconciliation, bank preparation and timely
forwarding to the designated locations. PTO expects to have several
more locations added to the current list within the near future. The
Contractor will be apprised of changes as they occur. Any changes will
be handled under the Changes Clause. (vii) PERIOD OF PERFORMANCE: The
proposed effective date of the contract is April 1, 1999, through
March 31, 2000 with provisions to exercise four one year options.
Clause 52.217-9 is applicable to this acquisition and is incorporated
herein. 52.217-9 Option to Extend the Term of The Contract. (a) The
Government may extend the term of this contract by written notice to
the Contractor within the last 30 days of the effective period;
provided, that the Government shall give the Contractor a preliminary
written notice of its intent to extend at least 30 days before the
contract expires. The preliminary notice does not commit the Government
to an extension. (b) If the Government exercises this option, the
extended contract shall be considered to include this option provision.
The total duration of this contract, including the exercise of any
options under this clause, shall not exceed five years. (viii) The
provisions at 52.212-1, Instructions to Offerors -- Commercial Items
and 52.217-5 Evaluation of Options, applies to this acquisition. (ix)
The provision at 52.212-2 Evaluation -- Commercial Items, is applicable
to this acquisition. The Government will award a contract resulting
from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: (1) Relevant past performance on
similar projects will be evaluated for quality performance. Both
independent data and data provided by offerors in their proposals may
be used to evaluate past performance. The Offeror shall provide at
least three references with the name and telephone number of contact
person. (2) Offerors shall provide the price for the base year and each
option year. Past performance is approximately equal to cost or price.
The Government will evaluate offers for award purposes by adding the
total price for all options to the total price for the basic
requirement. The Government may determine that an offer is unacceptable
if the option prices are significantly unbalanced. Evaluation of
options shall not obligate the Government to exercise the option(s). A
written notice of award or acceptance of an offer mailed or otherwise
furnished to the successful offeror within the time for acceptance
specified in the offer, shall result in a binding contract without
further action by either party. Before the offer's specified expiration
time, the Government may accept an offer (or part of an offer), whether
or not there are negotiations after its receipt, unless a written
notice of withdrawal is received before award. (x) CONTRACT CLAUSES AND
PROVISIONS: This solicitation incorporates Department of Commerce
Agency-Level Protest procedures listed at
http://www.uspto.gov/web/offices/ac/comp/proc/protest.htm . Offerors
are advised to include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications -- Commercial Items, with
its offer. The clause at 52.212-4, Contract Terms and Conditions --
Commercial Items applies to this acquisition. (xii) The clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
Or Executive Orders -- Commercial Items, applies to this acquisition.
Clauses in 52.212-5 that are applicable to this acquisition are those
at (b) (1) through (4), (6) through (9) and (14). (xiii) Offerors
