Center (LaRC) plans to issue NASA Research Announcement (NRA) 99-LaRC-2
for Advanced Test Methodology for Space Flight Qualification of High
Power Pulsed Laser Diode Pump Arrays in support of future airborne and
spaceborne earth science missions as well as for orbiting space
science missions. Specifically, this announcement solicits proposals
for the development of alternative advanced test methodologies which
can supplement, modify, replace or eliminate the traditional
space-qualification tests applied to parts not previously flown in
space and could provide a time and cost effective risk-assessment
method for the use of laser diode pump arrays in space. Participation
in this NRA is open to all individuals and categories of foreign and
domestic organizations, including industry, non-profit organizations,
educational institutions, NASA Centers and other Government Agencies.
However, foreign proposers should be aware that their proposed
participation will be on a no-exchange-of-funds basis in accordance
with NASA Federal Acquisition Supplement (NFS) 1872.306. Proposers may
respond with innovative concepts in any or all of the listed
technology categories. Technical evaluation will be conducted through
a peer review process by discipline specialists within and outside
NASA. It is anticipated that this effort will be funded over 3 years
with approximately $100,000 being allocated for disbursement in the
first year among those selected for award by the review committee.
Funding for the final 2 years is anticipated but not guaranteed to be
$100,000 per year. Proposers may seek all or part of this funding
allotment. Cost sharing arrangements may be proposed. Multiple awards
may result from this annoucement. The anticipated NRA release date is
on or about March 16, 1999 with an anticipated proposal due date of on
or about April 30, 1999. Hard copies of the NRA detailing specific
proposal requirements, technical criteria and any documents related to
this procurement may be obtained via the Internet. These documents
will be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0)
format and will reside on a World Wide Web (WWW) server, which may be
accessed using a WWW browser application. The WWW address, or URL of

shall notify this office of their intent to submit an offer. It is the
