TELEPHONED OR FAXED OR WRITTEN OR E-MAILED requests for the Request for
Applications (RFA) described in the following sentence will NOT be
accepted. In an RFA which will be published soon on the Electronic
Posting Sytem (EPS) at Internet address http://www.eps.gov, the FHWA
will be seeking Applications for possible multiple awards of
Cooperative Agreeements for conducting an operational test to
demonstrate how shared transportation information can lead to
improvements in intermodal freight operations. Developing a successful
information sharing project which is of significant importance to all
levels of government and the private sector will require the
cooperation of all system users. These efforts can integrate data
collection, traffic communications, and asset management programs to
expedite transport of intermodal freight through public- and private
sector transportation systems. The RFA will call for an intermodal
operational linking of information technologies that will take the
Intelligent Transportation System (ITS) Intermodal Freight program from
the library and laboratory to the operating environment of our national
transportation system. The RFA will request a partnership arrangement
between FHWA and a consortium possibly consisting of local and state
government and private industry. Each such consortium is expected to
match AT LEAST 20% of the funds provided by the Federal Government, and
GREATER proposed matching shares are strongly encouraged. Because the
ENTIRE RFA will be published on the EPS at the Internet address cited
above, the FHWA does NOT plan to issue any HARD copies of the RFA to
any prospective Applicant. Therefore, prospective Applicants are
instructed NOT to send letters or faxes or E-Mails requesting the RFA.
TELEPHONED, E-MAILED, FAXED, AND LETTER REQUESTS FOR THE RFA WILL NOT
BE ACCEPTED. Instead, all prospective Applicants must obtain the RFA
from the EPS. Any subsequent AMENDMENTS to the RFA will LIKEWISE be
published on the EPS at the Internet address cited above, and theFHWA
does NOT plan to mail out any HARD copies of any such amendments to any
prospective Applicant. Therefore, it shall be the responsibility of
each prospective Applicant to closely and frequently MONITOR the EPS
for any AMENDMENTS to the RFA. Monitoring of the EPS for amendments to
the RFA will be absolutely essential, because amendments usually
contain crucial information. It is currently estimated that the RFA
will be posted to the EPS on approximately March 15, 1999. The RFA will
state the ACTUAL deadline for submission of competing Applications. The
