Moroccan Wireless Telecommunications Technical Assistance. The Grantee
invites submission of qualifications and proposal data (collectively
referred to as the "Proposal") from interested U.S. firms which are
qualified on the basis of experience and capability to provide
technical assistance to the Agence Nationale des Reglementations
Telephoniques (ANRT) for the VSAT and second wireless license tenders,
and the development of a spectrum monitoring program. ANRT was
established by the Moroccan government to promote the expansion and
administration of telecommunication services as well as to help with
the initial movements toward privatization of telecommunications
services in Morocco. This agency, equivalent to the FCC in the US, is
responsible for the creation of regulations and establishments of new
services to promote competition in the telecommunications sector. ANRT
approached the US Embassy in Morocco with three projects that are
considered to be of the highest priority in Morocco: 1) establishment
of the second wireless carrier in Morocco, 2) releasing licenses in
Morocco for several VSAT carriers to provide VSAT services in Morocco,
and 3) establishment of rules and regulations concerning control and
assignment of frequency spectrum in Morocco. To support the
implementation of these projects, ANRT needs a consultant to assist in
the evaluation of the wireless tender proposals, the writing of the
VSAT license tenders, and the establishment of a spectrum monitoring
division that will be responsible for spectrum management, monitoring
of RF spectrum, and maintaining licensee authority. The
telecommunications sector is one of the areas which is undergoing a
shift towards private rather than public sector development. It is also
an integral part of the countrys infrastructure, supporting Moroccos
interest in attracting foreign investment as a hub of business in
northern Africa. The scope of work consists of three parts. First, the
consultant will be required to create an evaluation manual to be used
by the ANRT bid evaluation team for the second wireless license
competition. This manual will identify the terms by which the bids will
be judged and will be used by ANRT to select the winner of the license.
Next, the consultant will write a tender document which will be used to
solicit bids for the four to six VSAT licenses which are to be awarded
in 1999. The consultant will also create an evaluations manual similar
to that created for the wireless tender. Finally, in order to assist
ANRT in establishing a spectrum monitoring division, the consultant
will advise ANRT on the management and structure of such an office.
This task will require that the consultant make recommendations for the
best spectrum monitoring equipment and management systems based on the
needs of the client. It is anticipated that the technical assistance
services will be provided over an eight-week period in Morocco. The
U.S. firm selected will be paid in U.S. dollars from a $97,810 grant to
the Grantee from the U.S. Trade andDevelopment Agency (TDA). A detailed
Request for Proposals (RFP), which includes requirements for the
Proposal, the Terms of Reference, and a background definitional mission
report are available from TDA, at 1621 N. Kent Street, Suite 300,
Arlington, VA 22209-2131. The Studys Terms of Reference (TOR) will be
performed by an independent firm which will NOT be eligible to compete
as a potential contractor in response to the bid packages prepared
through this TOR. Requests for the RFP should be faxed to the IRC, TDA
at 703-875-4009. In the fax, please include your firms name, contact
person, address, and telephone number. Some firms have found that RFP
materials sent by U.S. mail do not reach them in time for preparation
of an adequate response. Firms that want TDA to use an overnight
delivery service should include the name of the delivery service and
your firm's account number in the request for the RFP. Firms that want
to send a courier to TDA to retrieve the RFP should allow one hour
after faxing the request to TDA before scheduling a pick-up. Please
note that no telephone requests for the RFP will be honored. Please
check your internal fax verification receipt. Because of the large
number of RFP requests, TDA cannot respond to requests for fax
verification. Requests for RFPs received before 4:00 PM will be mailed
the same day. Requests received after 4:00 PM will be mailed the
following day. Please check with your courier and/or mail room before
calling TDA. Only U.S. firms and individuals may bid on this TDA
financed activity. Interested firms, their subcontractors and employees
of all participants must qualify under TDA's nationality requirements
as of the due date for submission of qualifications and proposals and,
if selected to carry out the TDA-financed activity, must continue to
meet such requirements throughout the duration of the TDA-financed
activity. All goods and services to be provided by the selected firm
shall have their nationality, source and origin in the U.S. or host
country. The U.S. firm may use subcontractors from the host country for
up to 20 percent of the TDA grant amount. Details of TDA's nationality
requirements and mandatory contract clauses are also included in the
RFP. Interested U.S. firms should submit their Proposal in French and
in English directly to the Grantee by NOON, Friday, April 2, 1999, at
the above address. Evaluation criteria for the Proposal are included in
the RFP. Price will not be a factor in contractor selection, and
therefore, cost proposals should NOT be submitted. The Grantee reserves
the right to reject any and/or all Proposals. The Grantee also reserves
the right to contract with the selected firm for subsequent work
related to the project. The Grantee is not bound to pay for any costs
associated with the preparation and submission of Proposals. Posted
