Administration (NHTSA) intends to negotiate with the Harvard Center for
Risk Analysis (HCRA) in Boston, MA. to conduct an evaluation of the
risks, if any, associated with the increasing population of light
trucks and van, LTVs, in the US fleet. This analysis will focus on the
identification and qualifications of the safety implications of the
changing makeup of the US fleet. The contractor in conjunction with
NHTSA shall use risk-analytic tools in conjunction with the Fatality
Analysis Reporting Systems,(FARS), National Accident Sampling
System,(NASS), and state databases to identify and quantify the safety
implications of the increasing sales of LTVs in the US. This work
shall build on previous work conducted at regulatory measures to
enhance fleet wide safety. The analysis will address the safety of LTV
occupants, but will emphasize the safety of occupants whose vehicles
collide with LTVs. A special feature of the analysis will be an effort
to quantify the externalities associated with the sale of LTVs, i.e.,
the economic cost. Analysis will be coordinated with COTR and
published in peer-reviewed scientific literature. A twelve (12) month
period of performance is contemplated after receipt of Government
furnish Equipment/Materials. Interested firms may identify their
capability to respond to the work requirements listed above. The
written response must include detailed information as to professional
qualifications and relevant expertise specifically addressing
organization/personnel experience. Expressions of interest without
sufficient detail to permit evaluation of capabilities will not be
considered. Oral expressions of interest will not be considered . This
notice of intent is not a request for competitive quotations nor is a
Request-for-Quotations solicitation document currently available. A
determination by the Government not to compete this action based upon
responses to this notice is solely within the discretion of the
Government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive simplified
acquisition. In the absence of responses from interested firms
demonstrating their capability, NHTSA intends to request a quotation
from the Harvard Center for Risk Analysis on a noncompetitive basis for
the item described. Responses must be received by the listed procuring
office within 15 calendar days from the date of the publication of the
