anticipates the need for differential GPS surveying expertise and
services for the purpose of establishing a repeatable database
supporting instream water rights for 25 to 75 or more important
lakes/wetlands per year on one of five National Wildlife Refuges or
portions of National Wildlife Refuges each year over the next five
years (e.g. Kenai, Innoko, Togiak, Becharof, Kodiak, and Koyukuk
National Wildlife Refuges). A series of lake elevation measurement
projects is needed. While tools and procedures common to land surveying
are to be used, this is not a land survey project. Rather it is a
natural resource data collection project for resource management
purposes. The lakes are scattered over a substantial area of remote
Alaska. Logistical planning work for each project should be completed
by mid-July in order to secure the helicopter for field work in late
August and September, after vegetation is fully developed and water
levels can be expected to be at or near their lowest. Following
completion of field work, four months will be allowed for
post-processing data and completion of the necessary report. This will
be an Indefinite Quality/Indefinite Delivery type contract with one(1)
base year and four(4) one-year options. Each year will be subject to
